JAY ZIMMERMAN Director Subject: Update Regarding DEQ's August 25, 2017 Compliance Boundaries for North Carolina Coal Ash Facilities and September 19, 2017 Request for Extension Approval Letters Dear Mr. Draovitch: On September 19, 2017, the North Carolina Department of Environmental Quality (DEQ) approved Duke Energy's request for extension dated September 12, 2017, for revised compliance boundary maps and related information. After thoughtful consideration of the extension approval, the DEQ revises the submittal dates for the requested compliance boundary maps as follows: • Submit the current compliance boundary map for each facility with the updated Comprehensive Site Assessment (CSA) Report for that facility. Please refer to DEQ's September 22, 2017 letter for CSA Report due dates. DEQ and Duke Energy still need to agree on the updated CSA Report due dates for the remaining facilities not mentioned in the September 22, 2017 letter. • For the Roxboro Steam Electric Plant, submit both the current compliance boundary map and the proposed compliance boundary map with the updated CSA, along with any additional information to support the proposed compliance boundary position. • Submit the other requested information for the Roxboro Steam Electric Plant mentioned in the August 25, 2017 letter, including the updated data from the Roxboro Assessment Work Plan; historic drawings and other information that demonstrate the historic role of the East and West extensions; and an analysis ofthe jurisdictional status of the named water bodies. All of these items must be submitted with the updated CSA Report for the Roxboro facility. In addition, DEQ is available to meet with Duke Energy to discuss closure issues relating to the August 25, 2017 letter. If you have any questions, feel free to contact Debra Watts at (919) 807-6338.
