It was very helpful to see the site in person. Thank you for the additional information submitted on March 24, 2017. There are still a few details that need to be addressed. Based on our site visit last week and field work completed by Owen, impact sites S2, S3, S4, and S5 involve jurisdictional streams (i.e. at least intermittent flow). DWR is good with the proposed plan for S2 and S5. Additional clarification is needed for S3 and S4. The proposed plan for S3 is to divert flows approximately 150 -linear feet along the greenway trail and discharge the flow via an 18 -inch pipe. The proposed flow diversion would dry up the baseflow in the existing receiving channel of S3 for an undermined length of channel. The permit application impact table would need to include the dewatered channel length as an impact if this proposed drainage plan is maintained. Please either update the impact table or modify the proposed plan. Same comment for the proposed flow diversion at S4. Contact me anytime if you have questions or concerns. Zan Price, P.E. The DWR has determined that your application is incomplete and cannot be processed. The application is on -hold until the following information is received: 1. No plan sheets were submitted with the permit application to show the extent of the proposed fill and culvert impacts in jurisdictional waters. The attached Figure 1 was the only figure included with the permit application. Please provide additional details and plan sheets that illustrate existing pipe lengths and proposed pipe lengths. Include construction details illustrating how the proposed culverts will meet the aquatic passage condition #13 of GC 3890. 2. Explain how condition number 6 of the GC 3890 "work in the dry' will be met. 3. The attached Figure 1 illustrates additional potential stream impacts to streams identified as "Lidar Streams" on the map. Please explain and provide documentation on whether or not these additional streams are intermittent or perennial. 4. Please provide a typical construction detail for the proposed permanent wetland fill area (W1) including fill widths and heights, side slopes, and materials to be used. 5. Please provide documentation of the City of Asheville's approval of a stormwater management plan (SMP) for this project by providing EITHER: - A valid approval letter and one copy of the approved SMP, or - One set of stormwater plan details and calculations stamped as "Approved" by the City of Asheville. Pursuant to Title 15A NCAC 02H .0502, the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received within 45 calendar days of receipt of this email, the DWR will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the DWR for approval, including a complete application package and the appropriate fee.
