Williams: SURVEYORS LANDSCAPEARCNITECTS On behalf of Tyrrell County, this letter responds to the letter of objection to the proposed SR1209 Drainage Improvements project submitted to the Division of Coastal Management by John H. College, Jr. and Lisa W. College. The following points may clarify concerns of the landowners and the Division: • It is our understanding that the landowners have produced a�nap showing that tl�eir property is not adjacent to the proposed project. Therefore, t}le "Adjacent Riparian Landowner Statement" is not accurate. • The normal high water of the creek is based upon a field survey and is not a calculated value. • The proposed t•oadway will be approximately three feet above normal high water level, but will only be 18 inches above its current profile. • We have not been engaged to study any effects of recent roadway work on Cemetery Road and are unable to comment on the changes to drainage this work may have caused. • Tl�e size of the proposed culvel-t and the height of proposed roadway relative to the normal lugh water level were detet•mined by a drainage study prepared in July 2014. The height of the proposed roadway is necessaiy to allow the roadway to be passable during regular flooding events. • The culvert and roadway section has been designed for safe passage of vehicles during flooding and to allow the upstream drainage area (east of the culvert) to drain through the canal toward the Scuppernong River. The parcel in question is downstream of the culvert and its major source of flooding is the Scuppernong Rivet•, not the drainage area upstream of the culvert. In conclusion, the proposed project provides a necessary public safety benefit and is anticipated to have negligible impact to the parce] owned by John H. College, Jr. and Lisa W. College. We respectfiilly request that the Division of Coastal Management proceed with issuance of all permits required to move forward with the subject project.
