Home My WebLink About20160212 Ver 1_Mitigation Information_20171018Regulatory Division DEPARTMENT OF THE ARMY WILMINGTON DISTRICT, CORPS OF ENGINEERS 69 DARLINGTON AVENUE WILMINGTON, NORTH CAROLINA 28403-1343 October 13, 2017 SUBJECT: Action ID SAW- 2014-02205 Mr. Blake Mills Town of Morrisville 414 Aviation Pazkway Morrisville, North Carolina 27560 Dear Mr. Mills: Reference the Department of the Army (DA) nationwida permit verification (Action ID SAW-2002-21120) issued to the Town of Morrisville (Town) on July 22, 2002, authorizing the dischazge of fill material into unnamed tributaries to Crabtree Creek, associated with the construction of the Momsville Community Pazk Stream & Riparian Buffer Mitigation Site (MCP Site). By e-mail dated April 18, 2017, Kimley-Horn, on behalf of the Town, submitted a memo assessing the stability of the MCP Site, and requesting use of the MCP Site for additional compensatory mitiga$on for future Town projects. The Corps and the NC Division of Water Resources reviewed the MCP Site with Kimley-Hom on Apri121, 2017, and observed that the site had stabilized considerably, compazed to observations from the site visit on October 27, 2016, but still had several areas of instability related to specific meander bends in the lower half of the main reach. By e-mail dated September 26, 2017, Kimley-Horn, on behalf of the Town, stated that they had determined that approximately 219 LF of stream in the Morrisville Community Pazk restoration site has had its buffer encroached upon by mowing associated with the park facilities. Mowing has only encroached into Zone 2 on one side of the stream, and the buffer encroachment areas are limited to the four meander bends approaching the soccer fields and the two meander bends closest to the baseball fields. Based on the April 18 memo, the observations of discrete azeas of instability at the mitigation site on Apri121, and evaluation of the buffer encroactunents, the Corps has determined the appropriate amount of credit reduction for this mitigation site. The stream credit will be reduced by 2191f of credit, deducted from the as-built based total credit available of 3,2341f. ��c�r�adc�D OCT 1 8 2017 7pp�gNPORTATION RPERMfTTIN��T The Corps has updated the credit ledger that was submitted by Kimley-Hom, and the updated ledger is attached. The 2,4241f of remaining stream credits will available for use for impacts by future town of Morrisville projects, as determined case-by-case.
