Per our discussion, attached is the email from Pam Davis. Carolina Coastal Railway
had a minor washout that resulted from Tropical Storm Hanna last September. In
order to restore rail service, we repaired the washout. The washout occurred when
wave action resulting from the storm washed over our tracks near Jacks Creek at MP
125.9 in Washington, Beaufort County. The washout did not effect the small bridge
over Jacks Creek or the much larger Pamlico River Bridge at MP 126.2. However, the
track ballast on the approaches to the small bridge were washed away, leaving the
track suspended with no underlying support.
Carolina Coastal made emergency repairs, which consisted of replacing the ballast
and generally renewing the track. We also put down some rip-rap stone along our
right of way.
Could you provide us with a letter indicating whether or not any environmental
regulations apply to these emergency repairs. Please send the letter to:

I consulted with Marc Hamel here on the environmental part of the Railroad
Rehabilitation and Repair application.
He recommends calling the Wilmington office of the Corps of Engineer

Per our conversation, in completing the emergency repairs, we did not increase the
footprint of the impervious surface. I am faxing you a page from our track chart
that shows the project location.
