NC 55 (Neuse Blvd)/ SR 1395 (M.L.K. Jr. Blvd) Roundabout,
Craven County, North Carolina
Tl�e Divisiotl of Water Resom-ces has reviewed the information provided in the start of shidy letter for the
above mentioned project and offers the following comments:
1. Atry impacts to waters or wetlands covered under a USACE Nationwide 14 permit would require
written approval from the Division of Water Resources for Water Quality General Certification
No. 4088.
2. Tl�ere is a blue-line stream feature that serves as ai1 unnamed tribLltaiy to Smith Creek depicted on
the USGS topographic�l map. It is unclear whether this feature is still present in the field. If a
stream determination is required to detennine applicability to t1�e Nelise Buffer Rules (l5A
NCAC 2B .0233), please contact this office.
3. In accordance with the Enviromnental Management Coiniinission's Rules (15A NCAC
2H.0506[h]), mitigat�ion will be required for impacts of greater than 150 linear feet to any
perenival stream. In the event that i�itigation is required, fl1e mitigation plan shall be designed to
replace appropriate lost f�mctions and values. The North Carolina Division of Mitigation
Services may be available for assistance with stream mitigation.
