CREATING PLACES THAT MATTER Tuesday, October 3, 2017 Bing Bal, Ph D Engineer NPDES Complex Permitting NC DEQ / Division of Water Resources / Water Quality Permitting 1617 Mail Service Center, Raleigh, NC, 27699-1617 Comment Response For Preliminary Review of the application for Authorization to Construct for the Connestee Falls WWTP #1 comments dated 9/29/217 Dear Mr Bai, Listed below in red are LandDesign's responses to the review Comment Drawings Chapter 9 and 10 were not submitted Please submit all missing documents/drawings The missing drawings are enclosed Chapter 10 was mistakenly left out of the documents that were sent The Chapter 9 drawing sheets are the General Arrangement Drawings provided by the manufacturer I have added the LandDesign title block to these sheets to be consistent and avoid confusion Comment Please describe how the EQ basin operates such as to maintain continuous flow to filters and maintain low level for each SBR cycle to gravity decant in a timely fashion You show that each reactor will recycle 4 times a day which means the EQ basin must be available for decanting Continuous flow may not be maintained to the filter and UV systems during periods of very low flow Each filter and UV unit controls outflow by means of a weir If there is no inflow to the filter the water level is maintained above the cloth media until flow resumes If there is no inflow to the UV unit, the water level is maintained above the lamps until flow resumes Enclosed are additional calculations showing the flows into and out of the Post EQ basin at the design flowrate Flow out of the tank is controlled by means of a modulating plug valve and electromagnetic flow meter The plug valve will be controlled through the SBR control panel to ensure that the flow to the filters is released at a rate similar to the plant influent rate while ensuring that there is sufficient space available when each reactor begins a decant cycle The total cycle time per SBR batch is 6 hours A reactor receives influent flow for the first 3 hours The react, settle and decant phases occur over the remaining 3 hours While one reactor is filling, treatment processes are occurring in the other There is no shortening of the LANDDESIGN.COM 223 N GRAHAM STREET - CHARLOTTE NC 28802 - 704 333 0325 CHARLOTTE - WASHINGTON DC - DALLAS - ORLANDO - SAN FRANCISCO SBR cycle times for plant Influent flows up to 0 54 MGD This means that the Post EQ can be allowed to decant at a rate approximately equal to the reactor influent rate because there are 3 hours between SBR decant cycles At the permitted flow of 0 36 MGD, Influent enters each SBR reactor at 250 gallons per minute The fill cycle time is 3 hours per SBR batch The total volume of a batch at the permitted flow Is 45,000 gallons (250 gpm x 3 hr x 60 min/hr) The working height in the Post EQ tank is the difference between the level that flow enters the tank and the low water level (LWL) The LWL in the Post EQ Is determined by the water surface elevation of the cloth media filter For the purpose of the Post EQ hydraulic calculations, the LWL is assumed to be the level of the overflow weir in the filter Under normal operating conditions up to and Including the peak flow of 0 90 MGD, the water level in the filter will not reach this elevation The maximum height between this elevation and the Inlet from the SBR reactors Is 8 58 feet This equates to a working storage volume of 73,489 gal The decant rate from the SBR reactor to the Post EQ Is approximately 15,000 gpm At this rate, it will require 30 minutes for a 45,000 gallon batch to decant from the SBR Into the Post EQ tank Assuming that the flow out of the Post EQ to the filters begins as soon as decant begins and is equal to the SBR Influent rate of 250 gpm, the maximum water level In the Post EQ tank will be approximately 4 8 feet above the LWL 56% of the working storage volume will have been used at his level At 0 54 MGD (375 gpm) the total SBR batch volume is 67,500 gallons (375 gpm x 3 hr x 60 min/hr) It will require 45 minute to decant the SBR to the Post EQ at a flow rate of 1,500 gpm Assuming that the flow out of the Post EQ to the filters begins as soon as decant begins and is equal to the SBR Influent rate of 375 gpm, the maximum water level In the Post EQ tank will be approximately 6 8 feet above the LWL 79% of the working storage volume will have been used at his level LANDDESIGN.COM 923 N GRAHAM STREET CHARLOTTE NC 28002 704 333 0395 CHARLOTTE WASHINGTON DC DALLAS ORLANDO - SAN FRANCISCO At the peak flow of 0 90 MGD (625 gpm) the SBR cycle times change because the maximum batch volume is 67,500 gallons The fill time at 625 gpm is 108 minutes (67,500 gal / 625 gpm) The time between SBR decant cycles will also be 108 minutes Assuming that the flow out of the Post EQ to the filters begins as soon as decant begins and is equal to the SBR Influent rate of 625 gpm, the maximum water level in the Post EQ tank will be approximately 7 4 feet above the LWL 83% of the working storage volume will have been used at his level Please see the enclosed stage -storage calculations for more detail Comment Please confirm the EQ Basin discharge elevation above the EQ basin floor The EQ basin discharge will be located approximately 12" (C/L elevation) above the tank floor The outlet has been added to the hydraulic profile for clarity Comment What will the water level be In the hydraulic profile as related to flow? Does TWL mean water level at peak hourly flow of 0 9 MGD? TWL does refer to the water surface elevation at peak flow The labels on the hydraulic profile have been updated to clearly indicate the flow rate associated with each water level provided Comments State regulations require all open top treatment units maintain at least 12" freeboard under design and peak hourly flow Under peak flow condition 0 9 MGD please provide water level and freeboard Information for fine screen, operation of a single filter tank, operation of a single UV disinfection channel, and the flow monitoring weir box What Is the estimated free board for the fine screen, the filter tanks, a single UV channel, and effluent monitoring weir box under normal operations at 0 36 MGD A table is enclosed that provides a summary of the WSEL at the permitted and peak flows Please refer to the enclosed influent screen drawings for WSEL of the influent channel Comment The backwash water from cloth filters are send to existing sewer, where does the sewer go?
