Salisbury Street Raleigh, NC 27604 On behalf of Puryear Investments, LLC & Moffat Properties (landowners), pleaseWtrrd attached a complete application and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE) and North Carolina Division of Water Resources (NCDWR) that the activities associated with the commercial development may proceed under Nationwide Permit (NWP) 39 and the associated General Certification (GC) 4092. Project Purpose and Location The project site is located at the existing terminus of Unicon Drive in Wake Forest, Wake County, NC. Unicon Drive currently stubs southeast of the project site and southeast of a stream. The requested impacts will result from the perpendicular crossing of this stream in order to gain vehicular access to the project site. The overall project site totals 13.24 acres. The project site is located approximately 1,350 feet east of the US -1 and Height Lane intersection and is bound by railroad tracks on the western property line. The proposed road crossing will provide access to the property to construct a commercial stockpile yard. The Town of Wake Forest will be reviewing the stormwater management plans for the property. Proiect History Sage Ecological Services, Inc. evaluated and delineated the wetlands and streams on the Site in June 2017. Since all streams shown on the USGS and soil survey are considered perennial, and buffered, a site meeting with NC-DWR was not requested. A request for a preliminary jurisdictional determination was submitted to the USACE on June 19, 2017 and a site meeting was held on July 18, 2017 with Mr. James Lastinger (USACE). Unicon Property Page 1 of 2 Avoidance and Minimization The proposed road crossing was positioned as a nearly perpendicular crossing in an effort to avoid additional stream impacts. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. The project construction and clearing will be phased so as to prevent large areas of land disturbance that could contribute to sediment runoff into the streams and wetlands. Silt fencing will be installed to provide additional protection from runoff. The culvert site will be dewatered during construction in accordance with Best Management Practices. The culvert will be buried 12" below stream bed to allow aquatic passage. Proiect Impacts Stream impacts for the project will total 146 LF and will result from a perpendicular road crossing (Impact 1) of 96 LF and stream stabilization (Impact 2) of 50 LF due to an outlet riprap dissipater pad. No wetland impacts are proposed. Riparian buffer impacts that will result from the proposed perpendicular road crossing are 7,663 sq. ft. (0.18 ac.) of Zone 1 buffer impact and 3,931 sq. ft. (0.09 ac.) of Zone 2 buffer impact. Mitigation No mitigation has been proposed because overall permanent stream impacts have been minimized to less than 150 LF and no wetland impacts are proposed.
