PROJECT SUMMARY: The applicant proposes to construct pier, covered platforms, and mooring pilings, and a breakwater on the Albemarle Sound on Clover Way, Columbia, Tyrrell County. NCSU 4H Center Tyrrell County PROJECT SETTING John Delucia has submitted a Major CAMA/Dredge and Fill request on behalf of the NCSU 4H Center to construct a pier on the Albemarle Sound. The 12 -acre project site is located at 100 North Clover Way in Columbia, Tyrrell County off SR 1200. The property is currently a public facility with multiple structures (20 multi -unit lodges, director's residence, staff lodge, conference building, dining hall, infirmary, administration building, maintenance building, recreational building, environmental learning center, group reception building, boat repair building, wet labs, and a multipurpose building) a wetland boardwalk, and gazebo. These structures were all permitted under Major CAMA permit number 56-97. Along with the previously listed structures, a 100ft by 8ft pier and 32ft by 32ft platform, four mooring pilings and a boat ramp were permitted with Major CAMA permit 56-97 and have been destroyed by Hurricanes Hermine and Matthew. The boat ramp has since been repaired through the DCM general permit process. The shoreline is currently partially protected with rip rap and wooded wetlands. The Albemarle Sound is over 10 miles wide at the project site and water depths range from -3.5 feet to -4feet below NWL. The closest pier is over 500 feet to the East of the project site. The property to the West of the pier is undeveloped and consists of wooded wetlands with a boardwalk. The properties to the East of the project site are residential and are currently stabilized by bulkheads and rip rap. The unprotected wetlands have been eroding since the 4H facility has been constructed. The Albemarle Sound at the project site is classified as SB by the Environmental Management Commission and Coastal by the Marine Fisheries Commission. There is no Submerged Aquatic Vegetation (SAV) or shellfish present in the project location. PROJECT DESCRIPTION The applicant proposes to construct an 180ft by 8ft wide pier with two 20ft by 4ft platforms, a 44ft by 32ft platform, two mooring pilings, and an 80ft breakwater (with 2" cuts every 12" to 18" in each 24" sheets). The breakwater will be 12" above NWL. The platforms will be partially covered with pergolas. The applicant is also proposing to repair/replace a pergola and concrete pad landward of the rip rap connecting the pier to the concrete walkway running parallel NWL. These repairs could have been exempted from DCM permitting through repair and storm exemptions. ANTICIPATED IMPACTS The project will result in localized turbidity due the installation of the pier, mooring pilings and breakwater. There will be 2,932sq ft of open water that will be shaded from the pier and platforms and 80sq ft of soft bottom will become vinyl breakwater. Project Narrative North Carolina State University Eastern 4H Center — Pier Replacement and Breakwater Installation North Carolina State University is applying for a CAMA Major Permit to allow the reconstruction of the pier at the Eastern 4H Center facility located in Tyrell County, North Carolina. The application also requests that a breakwater structure be allowed to further protect the pier from wave action. The original pier was constructed sometime in late 2001 or early 2002. This pier has experienced storm damage on three occasions with the most recent damaged during Hurricane Matthew. During that storm, the pier was destroyed with some pilings and structural members still existing. The University intends to demolish the remaining existing pier elements and reconstruct a new pier in its current location. The new pier will be higher above the water level than the original pier and will have a lower platform. The pier is used by the facility for camp activities to include fishing and kayaking and will be used as an outdoor teaching area for small groups. The new pier will have some benches and steps to lower levels. The lowest platform will utilize marine grade concrete panels to add ballast and to provide a better walking surface closer to the water. The pier will be constructed on round wooden piles with heavy timber girders, wooden floor joists and wooden decking. The pier will have an ADA accessible ramp as shown on the plans. Two mooring pile are proposed for mooring the safety boat that is used at summer camp and during any water related activities. The normal water lever was surveyed and found to be at 0,3' MSL. The lower platform will be approximately two feet above the normal water level with and the u bier/platforms being a little more than five feet above the normal water level. The iffrV side pergola will remain the same size as currently exists. The plan also includes the addition of an eighty -foot vinyl breakwater. STs structure is intended to dissipate wave action and to further protect the new pier from the effects of wave action. The University plans to construct this pier in early 2018 so that it will be ready for the 2018 summer camp season. The project will be compliant with the NC Envir Act (NCGS 113A 1-10).
