PROJECT DESCRIPTION The project is located at the end of Fisherman Road (SR -1123), adjacent to Lockwood Folly River, in Varnamtown, Brunswick County. To find the project site from the Wilmington District Office, turn left off of Cardinal Street on to Market Street. Travel 0.4 miles and turn right on to Martin Luther King Jr. Pkwy (US -74). Travel 5.3 miles and merge right on to NC -133. Travel 0.7 miles, crossing over the Isabel Holmes Bridge, until you reach US -421. Turn left on US -421 and travel 1.1 miles, keep right and merge on to NC -133 S/US-17S/74/76. Travel 2.6 miles and take the US -17 exit toward Shallotte /Myrtle Beach. Continue 0.8 miles onto US -17 S/ Ocean Hwy E. Travel 21.7 roles and then turn left onto Stone Chimney Road SE. Travel 5.9 miles and turn left on to Stone Chimney Road SW. Continue 0.6 miles and turn left on to Varnamtown Road SW. Travel 1.4 miles and take a slight right on to Fisherman Road. Continue to the end of Fisherman Road and the property will be straight ahead. The entire property consists of two parcels; a 1,517.2 sq. ft. parcel, and a 1,632.5 sq. ft. parcel, for a total parcel area of 3,149.7 sq. ft. Both parcels are deeded to the Town of Varnamtown, located within the planning jurisdiction of Brunswick County. The property maintains approximately 35' of shoreline frontage along the Lockwood Folly River. The tract is elevated approximately 6' above Normal Water Level. The existing concrete public boat ramp and temporary docking facility was authorized through CAMA Major Permit 92-93, issued on August 9, 1993 and expired December 31, 1996. A "Letter of Refinement" was issued on November 3, 1993 authorizing a modification to Major Permit 92-93 for the relocation of the proposed concrete boat ramp "several feet towards the north side of the site". The northwest extent of the property's shoreline is stabilized by a bulkhead measuring approximately 39' in length. The the boat ramp located on the northwest side of the property measures approximately 17' wide by 74' in length and is constructed from concrete stablized by two (2) wooden kneewalls each measuring approximately 68' in length. There are no coastal wetlands immediately adjacent to the existing facility. There is an existing pier that runs along the northwest bulkhead (See Sheet C-102) measuring approximately 4' in width by 60' in length which connects to a ramp measuring approximately 4' in width by 12' in length which leads to a floating platform which measures approximately 8' in width by 16' in length. The existing docking facility provides one (1) temporary boat slip. The southwest boat ramp measures approximately 18' in width by 74' in length and is constructed from oyster shell. The existing facility encroaches into each of the adjacent riparian corridor 15' setbacks, and the existing ramp and float encroach into the U.S. Army Corps of Engineers' Federal Navigation Channel Setback. Public parking for the existing ramp is available on an adjacent town owned parcel located southwest of the boat ramps. The parcel is not serviced by water or sewer. The waters of Lockwood Folly River, adjacent to the project site, are classified as SA;HQW by the North Carolina Division of Water Resources. They ARE designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. Town of Varnamtown, c/o McGill Associates Page Three PROPOSED PROJECT The applicant proposing to renovate an existing public boat ramp facility by removing the existing pier and floating platform and constructing a new pier and floating platform in a different location and driving new vinyl sheetpiles along an existing kneewall. The proposed pier would measure approximately 6' in width by 68' in length and would be located approximately 20' southeast of the existing pier location. A ramp is proposed to connect off of the proposed pier and lead down to a proposed floating platform measuring approximately 8' in width by 35' in length and aligned perpendicularly to the shoreline. The application states that the new floating platform would allow for the temporary dockage of up to two (2) vessels. The existing water depth at the waterward end of the proposed floating platform is approximately -8.5' at MLW. The water depth on the landward side of the proposed floating dock is approximately -5.6' at MLW. The proposed pier, ramp, and floating platform would encroach into the 15' Adjacent Riparian Corridor Setback to the southeast. The applicant is proposing to install 68 linear ft. of vertical sheetpiles along the outer edge of each of the existing kneewall groins in order to provide a more visible guide for navigating the existing boat ramp. These proposed sheetpiles would encroach into each of the 15' adjacent riparian corridor setbacks (See Sheet C-103). The proposal also includes maintenance of the existing oyster shell boat ramp, for which the applicant is proposing to add additional oyster shell to replenish areas within the existing ramp footprint that have been depleted. The applicant is not proposing to place oyster shell on the most southeast side of the existing ramp that exceeds the lateral bounds of the property. 10. ANTICIPATED IMPACTS The proposed pier and floating platform would incorporate approximately 688 sq. ft. The distance across the adjacent waterbody is approximately 270 feet. The proposed dock would extend approximately 66' from the shoreline, which appears to be CONSISTENT with the 1/a width rule (67.5'). Minor increases in turbidity should be expected as a result of the removal and construction process. Prior to application submittal, the applicant coordinated with the U.S. Army Corps of Engineers regarding the proposed encroachment into the Federal Channel Setback for the proposed floating platform and associated pilings (See Sheet C-103). The applicant has established a riparian corridor that has been coordinated with the Division of Coastal Management based on the historic use of the property and use of the adjacent facilities. The adjacent riparian property owner to the southeast has waived the 15' setback requirement. The applicant is purusing obtaining a waiver from the property owner to the northwest for the proposed encroachment with vinyl sheetpile. Submitted by: Sean Farrell Date: 10/05/2017 Office: Wilmington Varnamtown Boat Ramp Dock Project Narrative: The Town of Varnamtown is located along the southern coast of Brunswick County, NC. An existing public boat ramp, floating dock, and access pier is located at the end of Fisherman Road (SR1123), at the point where the roadway meets the Lockwood Folly River. The existing ramp area consists of two launch bays, one of which has a concrete base and the other of a shell/soil blended surface. Though the public ramp area has been used for many years, the Town entered into a cooperative agreement with the N. C. Wildlife Resources Commission in the early 1990's to complete upgrades to the site. The Town now wishes to modify the existing facility to improve current boat launching conditions. The property has approximately 36.95 feet of shoreline, with an existing pier, floating dock and parking area. The applicant wishes to replace the pier and floating dock arrangement per the attached plans to increase the capacity of temporary docking of recreational and commercial boats at the public boat ramp. The current configuration limits the ability of vessels to get in and out of the water in a timely manner during peak use. The proposed number of temporary dockage spaces for the facility is approximated at 2, based on the standard length of current intended use. Sheet piles are proposed along the outer edges of the existing ramp to provide safer navigation in the launch area, and to prevent contact with obstructions not visible at higher tides. The Town also wishes to maintain the existing shell base ramp area by adding oyster shells for general stability in areas that have softened over the years. The waters of the Lockwood Folly River adjacent to the project are classified as SA by the North Carolina Division of Water Quality. The project area is designated as Primary Nursery by the Division of Marine Fisheries. Though the proposed structure extends into the Federal Channel Setback, there has been coordination with the US Army Corps of Engineers regarding the placement of these features. Given the current configuration of surrounding structures, it has been considered reasonable for the extension as proposed, with the understanding that the Town will bear the responsibility for removal and replacement of the structure should future dredging needs impact this immediate area. THIS PROJECT IS INTENDED TO MODIFY THE EXISTING BOAT RAMP AND DOCKING FACILITIES TO IMPROVE THE CAPACITY FOR USE BY THE COMMUNITY. THE EXISTING FLOATING DOCK PROVIDES LIMITED USE, AND THE CONCRETE RAMP SECTION IS NARROW. THE PROPOSED PIER/DOCK AND CONCRETE RAMP EXTEN51ON ARE INTENDED TO MAKE THE USE OF THI5 FACILITY MORE SAFE AND EFFICIENT. THE EXISTING NARROW PIER AND SMALL FLOATING DOCK ARE PROPOSED TO BE REMOVED. A WIDER PIER AND LARGER FLOATING DOCK ARE PROPOSED TO BE LOCATED TO THE EAST OF THE EXISTING CONCRETE RAMP. THIS RAMP 15 PROPOSED TO WIDEN ACROSS THE AREA OCCUPIED BY THE ORIGINAL PIER. 4. IF CHANNEL DREDGING OF THE LOCKWOOD FOLLY RIVER BECOMES NECESSARY IN THE VICINITY OF THE PROPOSED STRUCTURE, THE TOWN WILL BE RESPONSIBLE FOR REMOVING THE PILINGS WITHIN THE SETBACK AND MOVING THE FLOATING DOCK OUT OF THE WAY WHILE DREDGE ACTIVITIES OCCUR.
