9. PROJECT DESCRIPTION:
The project site is located at 23 Palmetto Dr., adjacent to Banks Channel, in New Hanover County. The
property is in the Town of Wrightsville Beach. To locate the property, travel east approximately 1 mile
from Military Cut -Off Road (N.C. Highway 76) towards Wrightsville Beach. From the drawbridge, take a
slight left onto W. Salisbury Street and travel approximately 1 mile to the stoplight and make a left
onto N Lumina Avenue. Travel approximately 0.25 miles and turn left on Parmele Blvd. Take the first
left onto Bermuda Drive, and then the next right onto Palmetto Drive. The property of interest is the
last home on the left.
The applicant's property contains a two-story single family home, is approximately 0.22 acres, and
averages 6' above mean sea level with 103.5 linear ft. of shoreline. An existing timber bulkhead
stabilizes the entire shoreline. Waterward of the bulkhead is a private docking facility that extends into
Banks Channel in a northwesterly direction which accommodates up to two (2) vessels. Upland
vegetation consists of ornamental shrubbery, trees, and lawn grass. Just waterward of the existing
bulkhead, there is an area of Coastal Wetlands averaging approximately 35 ft. in width. This area is
vegetated entirely with Smooth Cordgrass (Spartina alterniflora).
CAMA GP#62514 was issued for development of a 13' by 14' boat lift in an existing slip in 2013.
Currently, just waterward of the bulkhead, is a fixed pier measuring approximately 50' in length by 6' in
width terminating in a 'L' head platform measuring 10' by 16' with a ramp leading to a floating
structure measuring approximately 6' by 28' running parallel to the shore. Along the southern edge of
the floating structure is a 13' by 14' boat lift. The entire facility is landward of the Town of Wrightsville
Beach's Pierhead line.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground portion of the project area as Developed. The area surrounding this section of Sunset
Lagoon/Banks Channel is mostly residential development. The waters of Banks Channel, which are
included in the Wrightsville Recreational Area, are classified SB# by the Division of Water Resources.
They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and
they are CLOSED to the harvest of shellfish
PROPOSED PROJECT:
The applicant proposes to expand a private docking facility. The existing 10' by 16' fixed platform woud
be expanded on the south end by 8' (see Sheet 4 of 4). The southern 8' expansion, along with the
existing portion of the platform would be covered. This expansion would occur over open water. The
existing floating dock would be replaced by a 12' by 20' float running parallel to the shoreline. An
additional 6' by 28' float would be installed waterward of the existing fixed platform, which would also
run parallel to the shoreline. A new 13' by 14' boat lift would be installed at the eastern terminus of
the 6' by 28' float. The proposed additions would be entirely over open water and landward of the
Town of Wrightsville Beach's Pierhead line. This would allow the docking facility to provide dockage for
up to four (4) vessels in water depths of approximately -6' at NLW. The facility would extend
approximately 28' into a waterbody measuring 195', which would conform to the % width rule.

10. ANTICIPATED IMPACTS
The proposed expanded docking facility would incorporate an additional approximately 614 sq. ft. of
Estuarine Waters and Public Trust Area. The expanded facility would provide dockage for four (4)
vessels in water depths of -6' at NLW. As proposed, the expansion would remain landward of the Town
of Wrightsville Beach's Pier Head Line. The facility would extend approximately 28' into a waterbody
measuring 195', which would conform to the Y4 width rule.
