On behalf of the Pitt -Greenville Airport, we are requesting Buffer Compliance from the NCDWR for
permanent impacts to Tar -Pamlico Riparian Buffers for the selective cutting of trees associated with the
Runway 8-26 Approach Clearing project at the Pitt -Greenville Airport.
The Pitt -Greenville Airport is located at 400 Airport Road in Greenville, Pitt County. The project area
consists of 43 acres located at the ends of Runway 8-26 and across the Tar River (see attached plat)
(36.632; -77.394). The project is located in the Tar -Pamlico River Basin, and on-site waters drain to the
Tar River. The Water Quality Classification for Tar River is SC, and the Stream Index Number is: 28-
(94). The cataloging unit for the site is 0300103.
Proposed Proiect
The purpose of the proposed project is to remove trees that currently penetrate the Runway 8 approach
slope in order to protect aircraft safety and preserve the precision instrument approach to Runway 8-26.
Present, existing, and potential future tree obstructions within the approach surface interfere with the safe
operation of commercial and general aviation aircraft.
The proposed project consists of the clearing of trees that currently penetrate or are within 10' of the
Approach Surface of Runway 8 in order to improve aircraft safety and meet FAA safety requirements. The
Approach Surface consists of an invisible slope beginning at the end of Runway 8 and extending at a 20:1
gradient. The Approach Surface must be free of obstacles in order to allow for both navigation and safety
of incoming and departing aircraft, as the precision guidance instruments require a clear slope.
The Runway 26 Approach Clearing project area consists of 6 acres in its entirety. The selective tree
cutting will be accomplished by accessing the site via Highway 43, adjacent roadways and by boats
launched from the Pitt -Greenville Airport.
The proposed selective tree clearing will be located within the 50' Tar -Pamlico River Riparian Buffers. In
order to be compliant with the NCDWQ Memorandum (dated 5-9-06) regarding vegetation management
for airport facilities, the selective tree clearing within the riparian buffers will be conducted as follows:
• All clearing within the riparian buffers will be performed by hand clearing methods, including the
use of chain saws.
■ Trees cut within the riparian buffers will be felled using the rope and pulley system to control the
direction of fall and avoidance of hung trees.
■ The felled trees within the buffer will remain in place.

■ All vegetation less than 5 feet in height shall remain undisturbed within the buffer areas.
■ There will be no chipping/mulching of vegetation within the buffers.
■ There will be no stump removal within the buffers.
At the completion of the selective tree clearing, the vegetation within the riparian buffers will be allowed to
grow unrestricted. Periodic maintenance will identify and remove specific trees which have grown to an
elevation nearing the approach slope. However, this is not anticipated for a least 10-15 years.
Talbert & Bright prepared an Environmental Assessment for the Runway 8 Approach Clearing project to
fulfill the requirements necessary for compliance with NEPA, FAA Order 1050.1E; Environmental
Impacts: Policies and Procedures, and FAA Order 5050.413; NEPA Implementing Instructors for Airport
Actions. A Finding of No Significant Impact (FONSI) has been submitted to the FAA for concurrence.
The proposed project is not within a coastal county as defined in the Coastal Area Management Act and
thus CAMA permits are not required for proposed activities.
Proposed Impacts
The proposed impacts consist of temporary impacts to Zone 1 (1.7 acres) and of temporary impacts to
Zone 2 (1.1 acres) as a result of the selective tree cutting within the riparian buffers. Please note that the
proposed buffer impacts have been assessed as temporary impacts as the vegetation within the riparian
buffer will be allowed to grow unrestricted until tree heights start to penetrate the approach surface.
Periodic evaluations will identify specific trees that begin to penetrate the approach surface and those
specific trees will be cut. However, additional selective cutting of trees is not anticipated for another 10-15
years.
Avoidance and Minimization
Due to the nature of the project, impacts to riparian buffers could be avoided. Impacts have been
minimized by restricting tree cutting to hand clearing only, and no equipment is allowed within the riparian
buffer. All trees cut within the buffers will be removed by hand and disposed of off site.
Miti¢ation
Per the NCDWQ Memorandum dated 5-9-06, the proposed buffer impacts are "Allowable" as "protection
of existing structures." Therefore, buffer mitigation is not proposed.

AUTHORITY FOR APPOINTMENT OF AGENT
The undersigned Owner Pitt -Greenville Airport (Client) does hereby appoint Environmental Professionals
Inc. as their agent for the purpose of petitioning the appropriate Local, State, and Federal environmental
regulatory agencies (U.S. Army Corps of Engineers, North Carolina Division of Water Quality,
North Carolina Division of Coastal Management, local municipalities, etc.) for:
(a) review and approval of the jurisdictional boundaries of on-site jurisdictional areas (wetlands,
surface waters, riparian buffers, etc.) and/or
(b) preparation and submittal of appropriate environmental permit applications/requests for
projects within the Pitt -Greenville property.
The Client does hereby authorize that said agent has the authority to do the following acts on behalf of the
owner:
(1) To submit appropriate requests/applications and the required supplemental materials;
(2) To attend meetings to give representation on behalf of the Client; and
(3) To authorize access to subject property for the purpose of environmental review by
