The focus of the inspection was outfall 6-15 and the associated monitoring reports. Fecal coliform levels were reported at 6000 colonies/ 100mg for the September, 2013, sampling event. Blue Ridge Paper Products has initiated a Tier I response as required by the permit. After reviewing the onsite conditions and considering possible causes for this exceedance, Blue Ridge Paper Products has concluded that the exceedance should be attributed to excrement from surrounding wildlife. Land quality staff observed excrement in several locations within the drainage area for this outfall. While excrement from surrounding wildlife may be a plausible explanation for this exceedance, other possibilities should not be ruled out. If subsequent sampling events result in fecal coliform exceedances at outfall 6-15, Blue Ridge Paper Products should consider other potential sources of fecal coliform bacteria. (For example, the incoming waste stream or the possibility of a dead animal in in the culvert pipe.) Outfall 6-4 has had TSS exceedances on several occasions. The basin located up stream of outfall 6-4 has been maintained and the inlet pipe has been repositioned. TSS has improved significantly at outfall 6-4. Blue Ridge Paper Products was doing an excellent job with record keeping and housekeeping at the time of this inspection.
