This letter is in follow-up to the NPDES Stormwater Permit Compliance Inspection conducted on
October 31, 2013. The facility was found to be in compliance with permit NCG120047. The
assistance provided by John Preston was greatly appreciated.

Inspection Summary:
The primary purpose of this inspection was compliance assistance. Sentek continues to do an excellent job of qualitative
and analytical monitoring at the Haywood Co -White Oak Landfill. Please review the observations and comments below.
Analytical Monitoring
Has the facility conducted its Analytical monitoring?
# Has the facility conducted its Analytical monitoring from Vehicle Maintenance areas?
Comment: The facility is currently in a Tier Two response action and has had two
consecutive sampling events within the benchmark range. A third sample was
attempted but no discharge occurred. The permittee has been advised to report no
discharge on the monitoring report and collect a sample when a discharge does occur.
If the results of the third successful sampling event are within the benchmark range/s
then the sampling obligation for the Tier Two response action has been met. .
Permit and Outfalls
# Is a copy of the Permit and the Certificate of Coverage available at the site?
# Were all outfalls observed during the inspection?
# If the facility has representative outfall status, is it properly documented by the Division?
# Has the facility evaluated all illicit (non stormwater) discharges?
Comment: The facility would like to discontinue sampling at outfall 001. Upon initial
inspection it appears that outfall 001 receives drainage from an area that is outside of
the active boundaries of the landfill. Haywood Co -White Oak Landfill should further
investigate the drainage area to confirm that stormwater does not come in contact with
any of the associated industrial process, including unintentional contact with leachate
from garbage truck traffic on the adjacent road. Upon completion of the evaluation,
Haywood Co -White Oak Landfill may request that outfall 001 be removed from the
monitoring list. The request should be sent to the Asheville Regional Office.
