HomeMy WebLinkAboutRevised Background GW Tech Memo_20170922TECHNICAL MEMORANDUM Date: September 22, 2017 File: 1026.19 To: Melonie Martin (Duke Energy) Cc: Kathy Webb ( Terra) �'% From: Jerry Wyli & Ted Volsskay SynTerra) Subject: Revised Background Threshold Values for Groundwater Dan River Steam Station — Eden, NC The North Carolina Department of Environmental Quality (NCDEQ) provided a response letter to Duke Energy (Zimmerman to Draovitch, July 7, 2017) requiring background constituent concentrations (referred to herein as background threshold values [BTVs]) in groundwater and soil at each Duke Energy coal ash facility be determined and submitted within 60 days from receipt of the letter for facilities submitting Comprehensive Site Assessments (CSAs) later than October 31, 2017. NCDEQ also provided within the response letter groundwater and soil data appropriate for use in the statistical determination of BTVs for the each facility. BTVs in addition to revised background groundwater and soil datasets for each coal ash facility were subsequently submitted to NCDEQ on September 5, 2017. On September 11, 2017, NCDEQ provided an email response to Duke Energy (Wang to Toepfer) requesting Duke Energy resubmit revised groundwater BTVs for the Dan River Steam Station (Dan River) incorporating additional background well data. The initial groundwater BTVs for Dan River submitted to NCDEQ were determined using data obtained from background wells BG -5S, BG -5D, MW -23D and MW-23BR. Monitoring wells BG -10S, BG -10D, BG-10BR, GWA-9S and GWA-9D were only conditionally approved for use in the determination of BTVs and were therefore not included in the initial determination of BTVs. NCDEQ requested that BTVs be revised for groundwater using data from background wells BG -10S, BG -10D, BG-10BR, GWA-9S, and GWA-9D in addition to the data used for the initial BTV determinations. GROUNDWATER BACKGROUND DATASETS The current background monitoring well network consists of wells installed within three flow zones — shallow, deep, and bedrock. Monitoring well locations are presented in Figure 1. An updated background groundwater dataset including sample results obtained through third quarter 2017 is provided in Table 1. The updated background dataset has been screened for statistical outliers and invalid sample results. Statistical outliers and invalid sample results are identified in Table 1. The updated background bedrock dataset meets the minimum requirement of 10 valid samples for all constituents except chromium (VI), methane, radium (total), TOC, and uranium (total). With the exception of constituent datasets containing less than 10 valid samples, BTVs were calculated for constituents using formal UTL statistics. For constituent datasets containing less than 10 valid samples, the provisional background threshold value (PBTV) was calculated to be either the maximum value, or, if the maximum value was above an order of magnitude greater than the geometric mean of all values, the second highest value. BTVs for each flow zone are presented in Table 2. All statistical tests were performed in accordance the the revised Statistical Methods for Developing Reference Background Concentrations for Groundwater and Soil at Coal Ash Facilities (statistical methods document) (HDR Engineering, Inc. and SynTerra Corporation, May 2017). Microsoft Excel spreadsheets tabulating statistical results and documenting ProUCL outputs are provided as a separate submittal.
