No. 200531884 Mecklenburg County DearMr. Johnson: On behalf of Mecklenburg County, HDR Engineering, Inc. of the Carolinas, (HDR) is pleased to provide further information regarding the Davie Park Stream Restoration Plan (Plan). We appreciate the Division's review of the Plan and the comments received on December 18, 2008. Please find below responses to the five requests for information (in bold) contained in your response letter. · Figure 14 was omitted from the submitted plan. Please submit a copy of this figure. We apologize - Figure 14 is enclosed for your review/use. · No planting plan or plant list was submitted with the plan. Please provide a list of the proposed planting. No single species should exceed 20% of the total required plants. A proposed plant list was provided for your review/use in Table 4 of the plan. Please keep in mind though that this list is proposed and will depend on the availability of species at the time of construction; percentages will be adjusted accordingly. .. · Are seals required above and below the proposed constructed riffles? It is our opinion that this removes some of the natural stream dynamics from the system. Rock sills are provided at the upper and lower ends of riffles to provide the extra protection needed to stabilize the new stream bed and stream profile above the incohesive fill placed into the old incised channel bottom. Originally the stream would have run on semi-cohesive saprolite and/or bedrock, and rock sills represent the best approach available to simulate that original environment in this restoration and provide the necessary assurances for success. · There is concern that in those instances where the stream is being constructed in the old streambed,' the use of geotextile material may interfere with the hyporheic zone. Geotextiles are to be selected with higher K values than underlying or overlying fills such that they do. not pose a rate determining factor for hyporheic flow. · An aquatic survey should be conducted of the existing stream channel prior to initiation of the restoration project and be included in the monitoring program.
