The CSX proposed Stout’s Siding Extension along the CSX SF Line in Union County between MP 311.8 and MP 316.9 will extend existing Stouts Siding track to the west to provide 10,000 feet of clear distance between Indian Trail Road and Wesley Chapel Stouts Road. Existing drainage pattern flowing directly to a wetland near the south end of the project, Sta. 345+75 RT, is being maintained. Flow to the wetland is being carried by a grass lined 2' base ditch. The Q10 velocity into the wetland is calculated to be 0.8 ft/sec. The project impacts three jurisdictional stream crossings, one at South Fork Crooked Creek, one at an unnamed tributary to South Fork Crooked Creek, and a third at another unnamed tributary. At South Fork Crooked Creek, Sta. 429+80, there is an existing rock arch culvert with a 60" CMP outlet extension. The proposed design calls to extend the existing rock arched culvert by replacing the existing 60" CMP outlet end with a 52" smooth steel liner pipe. The outlet of the extension will be placed so that the outlet elevation matches that of the existing stream channel. An additional 34" smooth steel pile will be installed adjacent via trenchless installation to assist with higher flows. The northeast quadrant contains a proposed 2' lateral base ditch to maintain the existing condition flow pattern to the stream channel. The channel is lined with rip rap for stabilization and velocity control. The Q100 ditch velocity is 3.5 ft/sec. The crossing of the unnamed tributary to South Fork Crooked Creek, Sta. 432+75, contains four existing 60"x66" elliptical concrete pipes. The proposed design calls to extend these pipes to maintain flow. The northwest quadrant contains a proposed 6' lateral base ditch lined with rip rap for stabilization and velocity control. The Q100 ditch velocity is 4.5 ft/sec. At the third crossing, Sta. 469+90, there is an existing 2.5' x 4' rock box culvert that will be extended with a 2.5' x 4' reinforced concrete box culvert to maintain flow. The culvert is to be buried approximately 1.5' and backfilled with native stream material. The northwest quadrant includes a 2' base, grass lined ditch with a Q100 velocity of 4.2 ft/sec. Rip rap is utilized on the stream banks and within some proposed drainage ditches to prevent scour and erosion at the pipe outlets.
