41P synTerra MEMORANDUM Date: October 04, 2017 File: 102.102.41 To: John Toepfer Cc: Ryan Czop, Kathy ebb ynTerra) From: Todd Plating�� Subject: Ongoing Assessment Update and Recommendations at the Asheville Steam Electric Plant Representatives of Duke Energy, SynTerra, and the North Carolina Department of Environmental Quality, Asheville Regional Office, met on August 29, 2017. The focus of the meeting was flow and transport modeling and geochemical modeling for the Asheville Steam Electric Plant, but other topics were discussed. Particular emphasis was given to the progress of ongoing isotope evaluation, as well as strategies for further evaluation of interaction between groundwater and the French Broad River (FBR). The following sections provide an isotope evaluation status report and recommendations for additional hydraulic evaluation of groundwater/FBR interaction. ISOTOPE EVALUATION Additional groundwater sampling and surface water sampling — to evaluate boron, strontium, deuterium, and tritium isotopes at locations east and west of the FBR — have been completed. During April 2017,46 groundwater and surface water locations were sampled and analyzed. Five of those samples were collected from water supply wells and a springhouse on the western side of the FBR. Summaries of analytical results and sample locations are presented in Table 1 and Figure 1, respectively. Analytical laboratory reports are included as Attachment A. Additional water supply wells are present on the west side of the FBR. Those locations will be included in the isotope evaluation if permission to access and collect a groundwater sample is granted. Duke Energy has attempted to obtain permission to sample those wells on numerous occasions with little success. The following timeline provides a summary of outreach activities: Letters were sent in January 2017 to owners of neighboring water supply wells. Those letters described alternate water solutions and invited the owners to a community information session. • Water supply well owners who attended the community information session were told that their wells would be sampled if they so desired. • In early May 2017, follow-up letters were sent to the water supply well owners on Ledbetter Road, Justin Trail, and Sumner Drive. Duke Energy requested a phone call response to set up a time to sample their well. No response was received from any of the well owners. In early May 2017, SynTerra contacted water supply well owners not located on Ledbetter Road, Justin Trail, or Sumner Drive to request permission to sample their wells. Permission to sample four locations along Hoyt Road was obtained. • In June 2017 and July 2017, there were multiple communications between attorneys for the homeowners on Ledbetter Road, Justin Trail, and Sumner Drive and Duke's attorneys. Included in these communications were requests to collect samples from those owners' wells. No permission was granted. In August and September 2017, communications not related to sampling wells occurred between Duke Energy and the attorneys representing homeowners on the aforementioned streets. To date no permission has been granted to sample wells. The isotopic data will be used to evaluate potential bedrock flow paths in the direction of northeast to southwest beneath the FBR. HYDRAULIC EVALUTION OF GROUNDWATER INTERACTION WITH THE FRENCH BROAD RIVER The installation of seven deep bedrock wells along the eastern shore of the FBR is planned for the near future (Figure C-02). Installation of those wells would provide an opportunity to conduct additional evaluation of the interaction between groundwater and the FBR. SynTerra recommends a three-phase approach to fully evaluate this hydraulic connection: Instrument existing and newly installed monitoring wells with pressure transducers. 2. Complete up to three pumping tests at newly installed deep bedrock wells along the FBR. 3. Install well nests (where possible) at newly drilled deep bedrock wells to isolate individual fracture zones. Using pressure transducers to measure groundwater head potential over time within existing and newly installed monitoring wells enables determination of baseline conditions and may also provide evidence of influence from nearby pumping wells (including west of the FBR), precipitation events, or other anomalous factors. Installing the transducers prior to implementation of the drilling program could yield compelling results and provide insight to interconnectivity of identified flow zones if pressure signals from the drilling are observed. These pressure transducers should be installed prior to conducting pumping tests, and continued monitoring of water levels should be conducted throughout pumping test activities. Pumping tests can be used to determine aquifer characteristics and measure boundary effects encountered while pumping. Test data can be evaluated to provide additional insight and quantitative evidence of the interaction between groundwater and the French Broad River. Information gathered during the pumping tests can also be used to further refine the groundwater flow and transport model. Conceptually, three locations will be selected along the FBR floodplain for obtaining information along the width of the discharge area to the FBR. For example, MW-16BRL, MW-26BRL, and MW-20BRL could be ideal candidates for pumping tests. Generally, pumping tests designed to identify and evaluate boundary conditions must be conducted over a longer period of time. However, the location of proposed wells adjacent to the FBR should yield usable results within a 72 -hour pumping time period. Evaluation of data in the field will ultimately be used to determine the test durations. A detailed pumping test work plan can be developed, at the request of Duke Energy, once information from the installation of deep bedrock wells is available. The installation of nested wells (where appropriate) at the proposed deep bedrock locations will enable the measurement of discrete head potentials from individual fracture zones. Those measurements will be used to evaluate vertical gradients and potential interaction (or absence of interaction) with the FBR. In addition to potentiometric data, groundwater samples can be collected, allowing comparison of groundwater chemistry from multiple fracture zones at a single location. The attached documents contain results for the samples analyzed and other explanatory information. The 39 samples for which results are reported were analyzed routinely and no analysis problems were encountered. Analysis was attempted but was not successful for three samples due to insufficient volume for the small amount of boron mass present. Analyses for the remaining three samples are in process and will be reported as a part of a Final Report of Results. The machine bias correction factor (MBCF), defined in Report Definitions, is based on the analytical results of the either the NBS standard or seawater sample, as reported in each certificate of analysis. Precision, based on the standard deviation of values obtained for the MBCF, is less than +/- 1.00 %o 6"B The data contained in the following report have been reviewed and approved by the personnel listed on each Certificate of Analysis. In addition, Tetra Tech represents that the analyses reported herein are true, complete, and correct within the limits of the methods employed. Please notify us if there are questions or if you need additional information. We will hold the samples for 30 days before they are discarded unless notified by Duke Energy to do otherwise.
