Page 10 of 10 Anderson Point — PCN attachment B -3d The purpose of the proposed project is to improve public fishing access to the Neuse River by constructing a new platform fishing pier on the bank and renovating an existing paddlecraft boat ramp. At this location on the Neuse River anglers can access striped bass, catfish, and shad fisheries. This area of the Neuse River is popular for bank fishing and kayak fishing. B -3e This project includes a parking lot expansion, new fishing pier, and renovated paddlecraft boat ramp. The boat ramp will be constructed as 7" concrete slab on top of a 1.5" stone base. The 1St section of the concrete slab will be poured on high ground. While the slab is curing, the ramp subgrade will be graded and stone placed on -grade with an excavator and bulldozer. The ramp slab will then be pushed into place below the water with a bulldozer. The remaining upland portion of the ramp will be built on - grade. Concrete ADA parking will be constructed to connect to the ramp. The fishing pier, walkway, and ADA walkway will be constructed using concrete footings, piles, and lumber. The fishing pier will be built into the riverbank and will result in no fill being placed in the river. The parking lot expansion will be 8" of compacted abc and 2" of asphalt. The parking lot will be constructed using bulldozer, dump truck, and pavers. The parking lot expansion will also include realigning the driveway to reach the ramp area. Currently, vehicle traffic must travel on the greenway for a short distance. The proposed project's new driveway provides a dedicated vehicle driveway to the boat ramp with a crossing close to 90° so the traffic can more safely be treated as a traffic intersection instead of both sets of using sharing a path.
