North Carolina Wildlife Resources Commission:
The City of Raleigh Parks, Recreation and Cultural Resources Department (PRCR) hereby
grants permission for the NC Wildlife Resources Commission (WRC) to apply on behalf of
PRCR for all permits necessary to construct the following improvements at Anderson Point
Park:
- Boat launch and associated improvements to river access;
- Public fishing area and all associated access ramps, decking, and other structures;
- Expansion of existing parking lot and realignment of driveway access and greenway
trail; and
- Any other improvements necessary to implement the final plans approved by PRCR.
The above improvements proposed at Anderson Point Park are consistent with the currently
adopted master plan for the park, and will advance a number of PRCR goals including the
enhancement of public access to the Neuse River and the provision of additional parking at
Neuse River Greenway access points.

Project Is within the north parcel of City of Raleigh's Anderson Point Park. The parcel is majority undeveloped or grassed. The existing park amenities
within the parcel are an asphalt parking lot, Neuse River Greenway trail, and a gravel boat ramp. Duke Energy Transmission lines run across the
property. To the south is a railroad and railroad bridge. To the north is residential development. The surrounding area is primarily residential.

The new ramp is proposed in the same location as the existing gravel ramp to minimize new impacts to the shoreline and river buffer. The fishing pier
is proposed at a location where the footprint of the necessary ADA ramps can be minimized. All parking is outside of the river buffer.

The ramp slab will be poured on high ground and pushed into place with a bulldozer eliminating any chance of live concrete coming into contact with
the river.
Along the fishing pier, area of disturbance will be clearly marked so that no extra clearing takes place within the Neuse River Buffer.

Anderson Point — PCN attachment

The purpose of the proposed project is to improve public fishing access to the Neuse River by
constructing a new platform fishing pier on the bank and renovating an existing paddlecraft boat ramp.
At this location on the Neuse River anglers can access striped bass, catfish, and shad fisheries. This area
of the Neuse River is popular for bank fishing and kayak fishing.

concrete slab will be poured on high ground. While the slab is curing, the ramp subgrade will be graded
and stone placed on -grade with an excavator and bulldozer. The ramp slab will then be pushed into
place below the water with a bulldozer. The remaining upland portion of the ramp will be built on -
grade. Concrete ADA parking will be constructed to connect to the ramp.
The fishing pier, walkway, and ADA walkway will be constructed using concrete footings, piles, and
lumber. The fishing pier will be built into the riverbank and will result in no fill being placed in the river.
The parking lot expansion will be 8" of compacted abc and 2" of asphalt. The parking lot will be
constructed using bulldozer, dump truck, and pavers. The parking lot expansion will also include
realigning the driveway to reach the ramp area. Currently, vehicle traffic must travel on the greenway
for a short distance. The proposed project's new driveway provides a dedicated vehicle driveway to the
boat ramp with a crossing close to 90° so the traffic can more safely be treated as a traffic intersection
instead of both sets of using sharing a path.
