The Camp Lejeune Mitigation Site was not included in the closeout memo. Here are my comments.

Camp Le_ieune Mitigation Site (Onslow County)
This entire site, the restoration of a previously filled area of approximately 3.5 acres according to
CAMA Permit No. 77-97, was mitigation intended for the US 17 Jacksonville Bypass, U-2107,
therefore, there are no remaining credits for future debits. A debit ledger provided by EEP indicated
the "Acres to Start" was 2.93 acres but the debit to U-2107 was 3.5 acres. This inconsistency was
further reflected in EEP's Third Quarterly Report to USACE, FY 2007 - 2008, as there was an entry
for -0.57 acres of Coastal Marsh Restoration. Based on verbal communications with EEP, there was a
discrepancy between the amount documented by NCDOT and the amount that was determined by EEP
in the transition of the site. However, there is no written evidence available to document this. Also,
the break-down of wetland types in the Closeout Summary report was as follows: 0.56 acres shrub,
2.93 acres marsh, 0.7 acres Juncas roemerianus, and 2.23 acres Spartina alterniflora, for a total of 6.42
acres. These inconsistencies need to be reconciled prior to closeout to ensure that the CAMA permit
file has an accurate accounting of the mitigation for the Jacksonville Bypass.
On October 21, 2008, DCM visited the Camp Lejeune Mitigation Site with representatives of EEP to
evaluate the success of the site. EEP provided a Closeout Summary with the project timeline, maps,
and other supporting information in accordance with the closeout process. The site appeared much
improved since our last visit on March 29, 2007. Coverage was much improved and the site is deemed
to be satisfactory for closeout.
Upon adequate reconciliation of the actual wetland types and amount of acreages restored, DCM
recommends closeout once the PACG-TC has agreed to the final Credit Summary depicting any
necessary change in credit calculation.

Attached is the closeout memo for the 2007 projects along with the draft 2007 closeout memo that
detailed the actions needed to close out several of the sites. I am not sure if the draft was ever
circulated but it does a good job of detailing what actions were necessary to bring these to closure.
So far as I can tell the final debit ledger that are also attached accurately reflect the adjustments
that were made. All I am waiting on is a date the debit ledgers were prepared.
I plan on forwarding this to Ken and Bill no later than Friday.
