RE: REQUEST FOR ADDITIONAL INFORMATION DWR#20171075
Sage Creek Residential Subdivision
Dear Ms. Homewood:
On September 24, 2017, CORVUS, LLC and myself received your request for additional
information relating to the request for a 401 Water Quality Certification from the Division for
the Sage Creek Residential Subdivision Project.
Documents have been submitted to the portal (https://edocs.deq.nc.gov/Forms/Supplemental-
Information-Form) as requested. Below is a response noted in underlined blue font to each
request for additional information:
1. Please locate all wetlands as overlays on the site plan. Please note that wetlands may not
be disturbed during grading of lots unless they have been approved through 404/401
permitting. Please also note that a Condition of the 401 approval will be that deed
notifications will be required on all lots that have streams or wetlands present on them.
[15A NCAC 02H .0502(b)]. Existing conditions plan sheet C-1.0 and Site plan sheet C-
1.1 have been revised to indicate the approximate location of the wetlands as shown on
the Pilot Environmental reports. These areas will be further surveyed and noted on the
subdivision plat to be recorded after construction is completed.
2. The culvert installation details indicate that proper dewatering techniques will be utilized
during culvert installation, however temporary impacts from these activities have not
been enumerated in the Impact Table of the PCN. Please ensure that the location of the
temporary impacts are shown on the construction drawings and indicated in the impact
table. [15A NCAC 02H .0502(b)(3)] Plan sheet C-4.1 has been revised to show the
temporary impact areas. Page 4 of the PCN has been amended for design changes noted
below and to better indicate the permanent and temporary stream impacts for each
proposed crossing.
3. Please provide more details regarding avoidance and minimization of the temporary
impacts associated with the sewer crossing at Caradco Rd. Please specify why this
crossing cannot be realigned to cross the stream within the same footprint as the road
culvert. [15A NCAC 02H .0506(f) and (g)] After further design study, the proposed
sewer main has been re-aligned to avoid crossing the stream near Caradco Rd. Sheets C-
4.1 and other utility design sheets such as C-2.1 and C-2.4 show this revision.

4. Per Condition I.2 of GC 4087, “the edge of the construction corridor shall not be installed
parallel to and closer than 10 feet to top of bank”. It appears that portions of the sewerline
at Monach Dr in the vicinity of Sta 3+00 may not meet this Condition. If installation of a
line cannot meet this condition you may request a permit that exempts the Permittee in
areas where it is clearly shown and justified. [15A NCAC 02H .0506(b)(3)] In order to
avoid potential future conditions that are unsuitable, the proposed sewer main has been
re-aligned away from the top of bank of Oil Mill Branch. Sheet C-4.2 has been added to
further address this request and request #5. You will also find this revision on utility
design sheet C-2.4.
5. Please provide a construction sequence and detail for the sewer line installations. Please
ensure that the location of the temporary dewatering impacts are shown on the
construction drawings and indicated in the impact table. [15A NCAC 02H .0502(b)(3)]
Sheet C-4.2 has been added to address this request. The sheet includes a construction
sequence and indicates the temporary stream impact area for the utility installation. Page
4 of the PCN has been amended for design changes and to better indicate the permanent
and temporary stream impacts for each proposed crossing.
6. Condition I.3. of GC 4087 requires that all utility lines cross streams at a near
perpendicular angle. Please provide a detail of the stream crossing adjacent to Caradco
Rd. at a scale sufficient to show that this crossing meets this requirement. As noted in
item #3, the proposed sewer main has been re-aligned to avoid crossing the stream. The
water main design has been revised to adjust the bends to achieve a near perpendicular
crossing of the stream. Sheets C-4.1 and other utility design sheets such as C-2.1 and C-
2.4 show this revision.
7. Please provide a stream restoration detail for the temporarily impacted areas (sewer
crossings and dewatering impacts). Sheet C-4.2 has been added and includes a
restoration detail for temporarily impacted areas. This detail includes the installation of a
channel liner, native grass seeding and live cuttings.
Each area requested has been addressed to the best of my professional knowledge and
experience.
To date, CORVUS, LLC or myself has not received any additional information requests or
permitting documents from USACE on our PCN for permitting under NWP 12 and 29. Per our
conversations, you were not expecting USACE to reply due to mobilizing for hurricane relief
efforts. Please advise me if any additional requirements must be met in order to complete
404/401 permitting.

S1 is the crossing as approaching from Caradco Rd. S2 is the crossing as approaching site from Mercia Court. S3 - S6 are temporary impacts for
pump arounds and public sewer extensions to be laid below stream bed level. Total permanent impacts from culverts is 123 LF, temporary impacts for
pump around and sewer main installation are 57 LF. Pump arounds for UT to Oil Mill Branch may not be needed during no flow conditions in stream.
