Dear Mr. Salloum:
The Division of Water Quality (DWQ) received your application for a 401 Water Quality
Certification for the subject project on November 12, 2008. 1 have reviewed the application and
a site visit was conducted on December 12, 2008. Based on the site visit and per my
discussion in the field with Len Rindner other alternatives were suggested that might prevent
impacts to the stream:
A) Culverts should be installed as to not over widen the stream. Mr. Rindner is
familiar with DWQ's preferred installation/construction method.
B) The existing culvert that is not to be utilized shall be removed and the stream
restored.
C) Riprap is proposed for the upstream side of the proposed culverts. Are these
necessary?
