Re: Section 401 Water Quality Certification and Major Variance approval application
Dear Mr. Larco:
The North Carolina Division of Water Quality (Division) received additional information related to your application for a
401 Water Quality Certification and final approval of your Randleman Buffer Major Variance for Larco Construction in
High Point. We have reviewed this information and additional information is necessary in.order that we may determine
your project's compliance with 15A NCAC 2H.0500 and the conditions of the major variance approval. The Division
will require this information in order to process your application to impact protected wetlands and/or streams on the
subject property. Therefore, we will place this project on hold as incomplete until we receive this additional information,
and if we do not receive the additional information requested below, we will have to move toward denial of your
application as required by 15A NCAC 211.0506. Please provide the following information so that we may continue to
review your project.
Please provide legal documentation to indicate that the stream and buffer restoration area will be
protected in perpetuity. This may be in the form of a conservation easement, deed restriction, or other
legally binding mechanism.
2. The stream restoration design indicates that the upper most cross-vane is immediately followed by a
constructed riffle. Cross-vanes should be designed with pools below them. Please revise the plan or
explain the rationale for a riffle below the structure and how the riffle bed material will remain stable
below the vane.
3. All BMPs used at this site must be designed in accordance with the most recent version of the NC BMP
Manual, available at: http://h2o.enr.state.nc.us/su/bmp forms.htm. For every proposed BMP, please
provide a completed BMP Supplement Form, with all the required items, also available at the above web
site. You must include both the Design Summary and the Required Items Checklist along with all the
required items listed therein

4. Please show the new impervious surface that will be added as a result of the 401 and variance approval
for widening the expansion roadway. Please clearly show all NEW impervious surface as a result of the
expansion of this facility and ensure that all stormwater from these areas are directed to properly
designed BMPs with diffuse flow outlets.
The filter strip is too steep to allow for diffuse flow downslope of the proposed wet detention pond.
Please provide an analysis of alternatives that may meet diffuse flow (such as alternative location of the
stormwater system, or BMP outlet, or modifications to the filter strip area if the vegetation is grass). If
no other options are available, the Division may approve a stormwater plan that does not include diffuse
flow provided all alternatives are evaluated and the designed BMP meets 85% TSS removal.
Please respond in writing within 30 calendar days of the date of this letter by sending a copy of this information to Sue
Homewood at the address on this letterhead, and a copy to Ian McMillan N. C. Division of Water Quality, Wetlands/401
Certification Unit, 1650 Mail Service Center, Raleigh, NC 27699-1650. If you will not be able to provide the requested
information within that timeframe, please provide written confirmation that you intend to provide the requested
information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear
from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the
project as returned.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected
buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the
