Please find herein the updated engineering drawings as requested by you (i.e., for the dewatering/pump around for the installation
of the culverts and the stream stabilization work adjacent to the culvert work). The updated drawings identify the 20 feet of

VEGETATION, THE INSTALLATION OF BANK ARMORING ALONG THE WEST BANK OF RAILROAD BRANCH CREEK, PARALLEL TO
SECONDARY ASH BASIN DAM EMBANKMENT INSTALLATION OF REQUIRED EROSION/SEDIMENT CONTROL MEASURES. THE TOTAL
PROPOSED CLEARING AREA (DISTURBED AREA) IS APPROXIMATELY 0.23 ACRE.
THE FOLLOWING DRAWINGS INCLUDE DR -134 SCOPE OF WORK ONLY.
EROSION AND SEDIMENTATION CONTROL NARRATIVE
THE EROSION AND SEDIMENT CONTROL MEASURES FOR THIS PROJECT INVOLVE THE PLACEMENT OF A VARIETY OF EROSION
AND SEDIMENT CONTROL MEASURES AT STRATEGIC LOCATIONS THROUGHOUT THE DEVELOPMENT. THESE MEASURES
A INCLUDE:
1. FILTREXX SOXX (OR EQUIVALENT)
2. TEMPORARY CONSTRUCTION ENTRANCES
3. PERMANENT SEED
THESE MEASURES ARE TO BE INSTALLED PRIOR TO CLEARING. ALL EROSION CONTROL MEASURES SHALL BE PROPERLY
MAINTAINED UNTIL THE COMPLETION OF ALL CONSTRUCTION ACTIVITIES AND ALL DISTURBED AREAS HAVE BEEN STABILIZED.
ADDITIONAL CONTROL MEASURES MAY BE REQUIRED DURING CONSTRUCTION IN ORDER TO CONTROL EROSION AND/OR
OFFSITE SEDIMENTATION. ALL TEMPORARY CONTROL MEASURES SHALL BE REMOVED ONCE CONSTRUCTION IS COMPLETE
AND THE SITE IS STABILIZED.
EROSION CONTROL MEASURE NOTES
1. TEMPORARY CULVERTS HAVE BEEN INSTALLED AT TWO (2) LOCATIONS WITHIN THE RAILROAD BRANCH CREEK. THE
INSTALLATION OF THESE CULVERTS WAS PERMITTED BY THE USACE AND NCDEQ.
2. THE EXISTING, GRAVEL ACCESS ROAD ALONG THE CREST OF THE ADJACENT DIKE WILL SERVE AS THE ACCESS POINT FOR
THE PROJECT, AND AS THE CONSTRUCTION ENTRANCE.
3. PLACE FILTREXX SOXX (OR EQUIVALENT) DOWN -GRADIENT OF THE CONSTRUCTION AREA AS NOTED ON THE PLANS AND AS
INDICATED IN THE DETAILS.
4. EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CONSTRUCTED AND MAINTAINED PER THE LATEST VERSION OF
NCDEQ "EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL."
GENERAL NOTES
1. ALL EROSION CONTROL MEASURES SHALL BE PROPERLY MAINTAINED DURING CONSTRUCTION UNTIL THE COMPLETION OF
CONSTRUCTION ACTIVITIES AND DISTURBED AREAS HAVE BEEN STABILIZED. TEMPORARY EROSION CONTROL MEASURES
SHALL BE REMOVED ONCE CONSTRUCTION IS COMPLETE AND THE SITE IS STABILIZED.
2. SEDIMENT AND EROSION CONTROL MEASURES AND PLANTED AREAS SHALL BE INSPECTED BY DUKE ENERGY OR THEIR
_C REPRESENTATIVE EVERY SEVEN (7) CALENDAR DAYS AND AFTER EACH RAINFALL OCCURRENCE THAT EXCEEDS ONE-HALF
(0.5) INCH IN A 24-HOUR PERIOD. DAMAGED OR INEFFECTIVE MEASURES SHALL BE REPAIRED OR REPLACED, AS NECESSARY,
AS SOON AS PRACTICAL.
3. IF NECESSARY SEEDED AREAS SHALL BE FERTILIZED, RESEEDED AS NECESSARY AND MULCHED ACCORDING TO THE
SEEDING PLAN TO MAINTAIN A VIGOROUS, DENSE VEGETATIVE COVER. SEEDED AREAS SHALL BE INSPECTED PERIODICALLY
BY DUKE ENERGY UNTIL FINAL GROUND COVER HAS BEEN ESTABLISHED. THE CONTRACTOR IS RESPONSIBLE FOR
RESTORING VEGETATION TO ITS ORIGINAL CONDITION, OR BETTER, FOR UP TO A YEAR. SEEDING SHALL BE CONSISTENT
WITH REQUIREMENTS OF THE VEGETATION MAINTENANCE AND IMPLEMENTATION PLAN (VMIP) FOR THE DAN RIVER STATION.
4. THE OWNER OR THEIR AGENT SHOULD ADHERE TO THE SELF -INSPECTION PROGRAM FOR EROSION AND SEDIMENT CONTROL
(EFFECTIVE OCTOBER 1, 2010). DETAILS OF THE PROGRAM AND RECOMMENDED INSPECTION FORMS CAN BE FOUND AT THE
FOLLOWING WEBSITE:

5. THE OWNER'S CONTRACTOR IS RESPONSIBLE FOR NOTIFYING UTILITY COMPANIES TO LOCATE ALL UNDERGROUND UTILITIES
PRIOR TO ANY CONSTRUCTION.
6. STABILIZATION MEASURES SHALL BE INITIATED AS SOON AS PRACTICABLE IN PORTIONS OF THE SITE WHERE CONSTRUCTION
D ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED, BUT IN NO CASE MORE THAN SEVEN (7) DAYS FOR PERIMETER
AREAS AND SLOPES GREATER THAN 3H:1V AND NO MORE THAN FOURTEEN (14) DAYS FOR OTHER AREAS AFTER WORK HAS
CEASED.
7. CONSTRUCTION ENTRANCES/EXITS WILL BE USED AT DOT/PUBLIC ROAD CROSSINGS. THE CONTRACTOR MUST TAKE
NECESSARY ACTION TO MINIMIZE THE TRACKING OF MUD ONTO THE PAVED ROADWAY CONSTRUCTION AREAS. THE
CONTRACTOR SHALL DAILY REMOVE MUD/SOIL FROM PAVEMENT, AS MAY BE REQUIRED.

STANDARDS
ALL EROSION AND SEDIMENTATION CONTROLS SHALL BE IN ACCORDANCE WITH THE NORTH CAROLINA SEDIMENTATION
POLLUTION CONTROL ACT OF 1973. CONSTRUCTION DETAILS AND SPECIFICATIONS WITHIN THIS PLAN WERE DERIVED FROM THE
EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL DATED JUNE, 2006, PREPARED BY THE NORTH CAROLINA
SEDIMENTATION CONTROL COMMISSION, NCDEQ AND NCAES.
SEEDING:
1. SEE SEEDING SPECIFICATION ON THIS SHEET.
2. TEMPORARY OR PERMANENT SEEDING SHALL BE PERFORMED AS PER NCDEQ'S REQUIREMENT WITHIN 14 CALENDAR DAYS
OF COMPLETION OF GRADING. AREAS THAT FALL UNDER MORE STRINGENT CRITERIA SHALL BE STABILIZED WITHIN 7
CALENDAR DAYS.
CONSTRUCTION SEQUENCE
1. HOLD PRECONSTRUCTION MEETING.
3. INSTALL EROSION CONTROL MEASURES ALONG PERIMETER OF DISTURBANCE LIMITS. (SEE SHEET .006).
4. FILTREXX SOXX (OR EQUIVALENT) SHALL BE TURNED UP THE SLOPE TO PROMOTE CONTAINMENT AND TO PREVENT
CONCENTRATION OF FLOW.
5. FILTREXX SOXX (OR EQUIVALENT) SHALL BE MOVED ONLY TO PROVIDE EQUIPMENT ACCESS, BUT SHALL BE REPLACED PRIOR
TO ANY LAND DISTURBANCE ABOVE THE SECTION OF FILTREXX SOXX (OR EQUIVALENT).
6. ALL VEGETATION SHALL BE REMOVED (BUSHES, TREES AND SHRUBS) TO BE FLUSH OR WITHIN 6 INCHES OF THE GROUND.
7. SEDIMENT CONTROL MEASURES SHALL NOT BE REMOVED UNTIL AREAS HAVE BEEN STABILIZED.
1O TWO SEPARATE PROJECTS INDENTIFIED AS "DR -131" AND "DR -134" WILL BE PERFORMED BY DUKE ENERGY INCLOSE PROXIMITY
OF EACH OTHER. THE SCOPE OF DR -131 INCLUDES INSTALLATION OF TWO PERMANENT CULVERTS WITHIN RAILROAD BRANCH
CREEK AND PROVIDING ACCESS ROAD ALONG THE TOE OF SECONDARY ASH BASIN PARALLELING DAN RIVER. THIS IS INCLUDED
UNDER SEPARATE COVER. FOR DR -131 SCOPE OF WORK REFER TO DRAWINGS DNR_C901.001.001 THROUGH DNR_C901.001.007.

DEFINITION
CONTROLLING RUNOFF AND EROSION ON DISTURBED AREAS BY ESTABLISHING PERENNIAL
VEGETATIVE COVER WITH SEED.
PURPOSE
TO REDUCE EROSION AND DECREASE SEDIMENT YIELD FROM DISTURBED AREAS, AND TO
PERMANENTLY STABILIZE SUCH AREAS IN A MANNER THAT IS ECONOMICAL, ADAPTS TO SITE
CONDITIONS, AND ALLOWS SELECTION OF THE MOST APPROPRIATE PLANT MATERIALS.
SPECIFICATIONS
SEEDBED REQUIREMENTS
ESTABLISHMENT OF VEGETATION SHOULD NOT BE ATTEMPTED ON SITES THAT ARE
UNSUITABLE DUE TO EXCESSIVE SOIL COMPACTION, INAPPROPRIATE SOIL TEXTURE, POOR
DRAINAGE, CONCENTRATED OVERLAND FLOW, OR STEEPNESS OF SLOPE UNTIL MEASURES
HAVE BEEN TAKEN TO CORRECT THESE PROBLEMS.
TO MAINTAIN A GOOD STAND OF VEGETATION, THE SOIL MUST MEET CERTAIN MINIMUM
REQUIREMENTS AS A GROWTH MEDIUM. THE EXISTING SOIL SHOULD HAVE THESE CRITERIA:
• ENOUGH FINE-GRAINED (SILT AND CLAY) MATERIAL TO MAINTAIN ADEQUATE MOISTURE
AND NUTRIENT SUPPLY (AVAILABLE WATER CAPACITY OF AT LEAST .05 INCHES WATER TO
1 INCH OF SOIL).
• SUFFICIENT PORE SPACE TO PERMIT ROOT PENETRATION
• SUFFICIENT DEPTH OF SOIL TO PROVIDE AN ADEQUATE ROOT ZONE. THE DEPTH TO ROCK
OR IMPERMEABLE LAYERS SUCH AS HARDPANS SHOULD BE 12 INCHES OR MORE, EXCEPT
ON SLOPES STEEPER THAN 2:1 WHERE THE ADDITION OF SOIL IS NOT FEASIBLE.
• A FAVORABLE PH RANGE FOR PLANT GROWTH, USUALLY 6.0 - 6.5.
• FREE FROM LARGE ROOTS, BRANCHES, STONES, LARGE CLODS OF EARTH, OR TRASH OF
ANY KIND. CLODS AND STONES MAY BE LEFT ON SLOPES STEEPER THAN 3:1 IF THEY ARE
TO BE HYDRO SEEDED.
IF ANY OF THE ABOVE CRITERIA ARE NOT MET - I.E., IF EXISTING SOIL IS TOO COARSE, DENSE,
SHALLOW OR ACIDIC TO FOSTER VEGETATION - SPECIAL AMENDMENTS ARE REQUIRED. THE
SOIL CONDITIONERS DESCRIBED BELOW MAY BE BENEFICIAL OR, PREFERABLY, TOPSOIL MAY
BE APPLIED.
SEEDBED PREPARATION
INSTALL NECESSARY MECHANICAL EROSION AND SEDIMENTATION CONTROL PRACTICES
BEFORE SEEDING, AND COMPLETE GRADING ACCORDING TO THE APPROVED PLAN.
LIME AND FERTILIZER NEEDS SHOULD BE DETERMINED BY SOIL TESTS. DIRECTIONS, SAMPLE
CARTONS, AND INFORMATION SHEETS ARE AVAILABLE THROUGH COUNTY AGRICULTURAL
EXTENSION OFFICES. TESTING IS ALSO DONE BY COMMERCIAL LABORATORIES.
WHEN SOIL TESTS RESULTS ARE NOT AVAILABLE, FOLLOW RATES SUGGESTED IN THE
SEEDING SPECIFICATIONS SHOWN AT RIGHT. APPLICATION RATES USUALLY FALL INTO THE
FOLLOWING RANGES:

SEEDING DATES GIVEN IN THE SEEDING MIXTURE SPECIFICATIONS ARE DESIGNATED AS
"BEST" OR "POSSIBLE". SEEDINGS PROPERLY CARRIED OUT WITHIN THE "BEST" DATES HAVE A
HIGH PROBABILITY OF SUCCESS. IT IS ALSO POSSIBLE TO HAVE SATISFACTORY
ESTABLISHMENT WHEN SEEDING OUTSIDE THESE DATES. HOWEVER, AS YOU DEVIATE FROM
THEM, THE PROBABILITY OF FAILURE INCREASES RAPIDLY. SEEDING ON THE LAST DATE
SHOWN UNDER "POSSIBLE" MAY REDUCE CHANGES OF SUCCESS BY 30-50%. ALWAYS TAKE

DESCRIPTION
THE WORK SHOULD CONSIST OF INSTALLING A TEMPORARY PUMP AROUND AND SUPPORTING MEASURES
TO DIVERT FLOW AROUND IN -STREAM CONSTRUCTION SITES.
IMPLEMENTATION SEQUENCE
SEDIMENT CONTROL MEASURES, PUMP -AROUND PRACTICES, AND ASSOCIATED CHANNEL AND BANK
CONSTRUCTION
SHOULD BE COMPLETED IN THE FOLLOWING SEQUENCE:
1. CONSTRUCTION SHOULD NOT BEGIN UNTIL ALL SEDIMENT AND EROSION CONTROL MEASURES
HAVE BEEN INSTALLED. THE CONTRACTOR SHOULD STAY WITHIN THE LIMITS OF THE
DISTURBANCE AS SHOWN ON THE PLANS AND MINIMIZE DISTURBANCE WITHIN THE WORK AREA
WHENEVER POSSIBLE.
2 UPON INSTALLATION OF ALL SEDIMENT CONTROL MEASURES, THE CONTRACTOR SHOULD BEGIN
WORK AT THE UPSTREAM SECTION AND PROCEED DOWNSTREAM BEGINNING WITH THE
ESTABLISHMENT OF STABILIZED CONSTRUCTION ENTRANCES. IN SOME CASES, WORK MAY
BEGIN DOWNSTREAM IF APPROPRIATE. WORK SHOULD NOT BE CONDUCTED IN THE CHANNEL
DURING RAIN EVENTS.
3 SANDBAG DIKES SHOULD BE SITUATED AT THE UPSTREAM AND DOWNSTREAM ENDS OF THE
WORK AREA AS SHOWN ON THE PLANS, AND STREAM FLOW SHOULD BE PUMPED AROUND THE
WORK AREA. THE PUMP SHOULD DISCHARGE ONTO A STABLE VELOCITY DISSIPATER MADE OF
RIPRAP OR SANDBAGS.
4 WATER FROM THE WORK AREA SHOULD BE PUMPED TO A SEDIMENT FILTERING MEASURE SUCH
AS A DEWATERING BASIN, SILT BAG, OR OTHER APPROVED SOURCE. THE MEASURE SHOULD BE
LOCATED SUCH THAT THE WATER DRAINS BACK INTO THE CHANNEL BELOW THE DOWNSTREAM
SANDBAG DIKE.
5 THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING ACCESS TO AND MAINTAINING ALL EROSION
AND SEDIMENT CONTROL DEVICES UNTIL THE SEDIMENT CONTROL INSPECTOR APPROVES THEIR
REMOVAL.
6. AFTER CONSTRUCTION, ALL DISTURBED AREAS SHOULD BE REGRADED AND REVEGETATED AS
PER THE PLANTING PLAN.
