REQUEST FOR MORE INFORMATION
Dear Mr. Buckman:
On December 2, 2008, the Division of Water Quality (DWQ) received your application dated
October 22, 2008, to impact wetlands, waters and protected riparian buffers to construct the
proposed residential subdivision. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetland, streams
and/or buffers on the subject property. Therefore, unless we receive the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H.0506 and 213 .0259(8) and will place this project on hold as incomplete until we
receive this additional information. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. Flushing and Dissolved Oxygen Models
Please provide a Dissolved Oxygen (DO) and a minimum of a two dimensional flushing
model for the proposed marina. These two models will be reviewed by the DWQ to ensure
that Water Quality standards will be protected in association with this project.
2. Jurisdictional Wetland Verification
Please provide a map and verification from the US Army Corp. of Engineers of all wetlands

on the subject property.
3. Riparian Buffer Impacts
Please provide information indicating that all proposed lots are buildable without requiring
impacts to the Tar-Pamlico Riparian Buffer.
4. Basin Design
Upon review of the proposed 27-slip marina basin the DWQ has concern that the design
does not lend itself to adequate circulation of the natural flow of the adjacent waters. Please
contact DWQ staff with other basin designs that may promote better circulation of waters.
Please respond in writing to the DWQ within four weeks of the date of this letter to with the
requested information. If we do not hear from you within four weeks, we will assume that you no
longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ. Please call Kyle Barnes of the Washington
