Central Office Review Summary:
1. General Info.: New operation & owner at an existing facility; currently being
reconstructed. Two existing stormwater detention basins are the only 2 SDO's (see site
drainage map in application).
2. Industrial Activities: Pressure treating various wood products with copper -based
solution (CCA). Treating solutions kept in AST's under roof. Wood storage both inside
& outside. Diesel fuel storage under roof & mobile units. Used oil products.
3. Receiving Waters: Receiving stream is not impaired. There is a TMDL for dissolved

oxygen for the Roanoke River mainstem, but not the receiving stream.
4. Threatened and Endangered Species: Coppery Emerald / Somatochlora georgiana - a
dragonfly/damselfly
S. Analytical and/or qualitative monitoringduring this past permit cycle: None -new
operation
6. Rationale for monitoring parameters: Potential stormwater pollutants used and stored
on-site include 1) wood treatment chemicals [acids with very low pH < 1, copper
chromium arsenic (CCA)]; 2) diesel fuel; and 3) mold inhibitors [chlorothalonil].
Parameters in this draft permit are consistent with permits issued to similar wood
treatment facilities in NC.
7. Permit. Facility. and Owner Contacts updates:
® Confirmed contact information with permittee and updated BIMS if necessary.
® Obtained e-mail addresses for each contact and updated BIMS.
Recommendations:
Based on the documents reviewed, the application information submitted on May 26 and
June 5, 2017 is sufficient to issue an Individual NPDES Stormwater Permit.
Central Office recommends reissuance of this permit with monitoring listed in the attached
draft permit. The proposed draft permit reflects the most recent individual stormwater
permit template and boiler plate language, incorporating revisions that are similar to the
industrial general permits recently issued.
