JAY ZIMMERMAN ��;, E � r�„ From: Garcy Ward, Division of Water Resources, Washington Regional Office Subject: Start of Study NCDOT STIP U-3431 Widening of SR 1763 and NC 101 from SR 1756 to Outer Banks Drive to multi-lanes in Havelock, Craven County, North Carolina The Division of Water Resources has reviewed the informarion provided in the start of study letter for the above menrioned project and offers the following comments: 1. Any impacts to waters or wetlands covered under a USACE Nationwide or Regional General permit would require a corresponding Water Quality General Certification from the Division of Water Resources. East Prong Slocum Creek falls within the project area and is class C; Sw; NSW waters of the State. The NCDWR is very concerned with sediment and erosion impacts that could result from this project. The NCDWR recommends that highly protecrive sediment and erosion control BMPs be implemented to reduce the risk of nutrient runoff to these features. Additionally, to meet the requirements of NCDOT's NPDES permit NCS0000250, the NCDWR requests that road design plans provide treatment of the storm water runoff through best management practices as detailed in the most recent version of the North Carolina Department of Transportation Stormwater Best Management Practices Toolbox manual. 3. East Prong Slocum Creek is subject to the Neuse Riparian Buffer Rules (15A NCAC 2B .0233). Impacts to Riparian Buffers resulting from this project may require a Buffer Authorization subject to a"no practical alternatives" determination. 4. In accordance with the Neuse Buffer Rules, bridges are listed as allowable [15A NCAC 2B .0233(6)]. Should Bridge 33 be replaced in association with this project, a Buffer Authorization will be required. 5. Bridge deck drains shal] not discharge directly into the stream or riparian buffer. Stormwater shall be directed across the bridge and pre-treated through site-appropriate means (grassed swales, pre-formed scour holes, vegetated buffers, etc.) before entering the stream. Roadway drainage to East Prong Slocum Creek shall also be appropriately treated in accordance with the Neuse Buffer Rules [15A NCAC 2B .0233(5)(6)]. 6. In accordance with the Environmental Management Commission's Rules (15A NCAC 2H.0506[h]), mitigation will be required for impacts of greater than 1501inear feet to any perennial stream. In the event that mitigation is required, the mitigation plan shall be designed to replace appropriate lost functions and values. The North Carolina Division of Mitigation Services may be available far assistance with stream mitigation. Thank you for the opportunity to comment on this project.
