8. PROJECT SUMMARY: The applicant is proposing to install a oyster rock sill and plant
marsh grass.

9. Narrative Description:
The project site is an island in the White Oak River. The site must be accessed by boat. The
island is approximately 9/10 of a mile Northeast of the Highway 24 bridge traveling into
Swansboro.
The project site is 4 properties totaling 15.48 acres and presently has an unoccupied caretakers
house. The elevation of the property is approximately 19' above NHW. The project site is
vegetated with live oaks and other indigenous species. There are coastal wetlands throughout the
project site at the shoreline. The property has approximately 2,640 of shoreline and the substrate
is silty sand. There is an erosion escarpment of approximately 17' on the South and West side of
the property. Water depths in the area of the proposed project range from 0' NLW to -6" NLW.
There is a maintained channel that accesses the White Oak River approximately 350' to the West
of Jones Island.
The Division of Water Quality classifies this area as SA-HWQ waters. This area is not a Primary
Nursery Area. This portion of the White Oak River is open to the taking of shellfish. The
Onslow County Land Use Plan classifies the project area as Conservation. There is a shellfish
lease to the Northwest side of Jones Island close to the mainland, but no shellfish leases in the
project area.
10. Project Description:
The NC Division of Parks and Recreation are requesting to construct (2) oyster sills and plant
Spartina Alterniflora landward of the newly constructed sills. The applicant is also proposing to
construct an 5' X 85' dock with a 5' X 20' "T" Head.
The applicant is proposing to construct (2) offshore oyster and marl sills and plant Spartina
Alterniflora landward of the sill. The Northeast sill will measure 150' with a base of 6' and be
placed 80' waterward of the NHW. The Northwest sill will measure 250' with a base of 6' and
be placed 30' waterward of the NEW. The sills will be constructed using a base of marl six foot
wide with (2) layers of recycled oyster shell bags. Spartina Alterniflora would be planted
landward of the proposed sills to the NHW line. This marsh species is prevalent on this
shoreline, but partially void in the area of the proposed plantings due to erosion. The structure
will be positioned parallel to the shoreline and will be level with NHW.
The applicant is also proposing to construct an 5' X 85' dock with a 5' X 20' "T" Head. The
structure will cross 85' of open water and protrude 90' into the waterbody, which conforms to the
1/a rule. There is a natural channel in the area approximately 350' to the west of the proposed pier
and not in the vicinity of the proposed breakwater or marsh plantings. Water depths in the area
are approximately 1.5' on NLW. The dock will be used for transient boats accessing Jones
Island.
11. Anticipated Impacts:
The proposed docking facility will shade 525 square feet of Public Trust Water. The proposed
breakwaters will fill 2400 square feet of Public Trust Bottom with a sandy substrate. Minor

turbidity will occur while setting pilings. There are no SAV in the project area.

About 5.77 acres are clear of underbrush, with mature live oak trees remaining. They form a dense canopy and give the
land a park-like look. The other 9.71 acres, (in the process of being donated by National Audobon Society, Inc. to Div. of
Parks and Recreation), is heavily vegetated, containing Coastal Fringe Evergreen Forest Marsh, a natural community that
the state's Natural Heritage Program considers regionally significant and scarce along the central coast. Loblolly pine (Pinus
taeda) and live oak (Quercus virginiana) dominate the moderately dense canopy. The larger live oaks reach 60 feet in height
and 3 feet in trunk diameter. Prominent understory species include yaupon (Ilex vomitoria), sassafras (Sassafras albidum),
and wax-myrtle (Myrica cerifera). They form a moderately dense shrub layer. Common dog-fennell is prominent in hurricane-
created canopy openings. Small areas of salt and brackish marsh habitat occur along the northeast side of the island.
f. Man-made features and uses now on tract
Part of the 15.48 acres was formerly a commercial campground. Existing infrastructure on the island includes a caretaker's
cottage, a bathhouse, a storage building and a drinking water well. The existing structures were permitted and built to code,
and include approved sewage treatment capacity to handle up to 23 commercial camp sites. This existing infrastructure
remains in good repair. The structures are not currently being used but are planned to be repaired to function in spring
2009.
g. Identify and describe the existing land uses adjacent to the proposed project site.
The adjacent tract (Parcel ID 1224-6.3) is 7.26 acres and is located on the south side of the island. This tract is privately
owned and currently for sale. This tract was recently rezoned to R-90, which allows a residential dwelling on two acres. A
house is located on this tract that was built in 1979 and is in very poor condition.

The caretaker's cabin and the bath house are serviced by septic systems approved by the Onslow County Health
Department.

5. Activities and Impacts

The two oyster shell bag sills and marsh grass plantings will help to prevent and reduce erosion along the shoreline of Jones
Island and will provide valuable habitat for finfish, shellfish and waterfowl. The oyster shell bag sills will provide substrate for
the attachment of oyster larvae in these traditionally productive waters. Once constructed, the sills will be designated as a
shellfish management area by the N.C. Division of Marine Fisheries. The proposed floating dock will allow safe docking for
participants and field supplies needed of environmental education and restoration activities provided by Hammocks Beach
State Park (HBSP) and the North Carolina Coastal Federation (NCCF) on Jones Island.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
Placement of two oyster shell bag sills. One sill will be placed parallel to the northwest shoreline of the island (250 ft. long x 6
ft. wide) and the other sill will be placed parallel to the northeast shoreline (150 feet long x 6 ft. wide). Oyster shell bags will
be transported to the site and strategically placed by students, volunteers and staff from HBSP and NCCF, to create the sills.
Oyster shell bags will be stock piled on the island prior to sill placement. Marsh plants will be planted landward of the oyster
shell bag sills. The floating dock will also not require construction equipment. The floating dock parts are pre-assembled by
the manufacturer. The floating dock will be placed on the northeast side of the island, within the footprint of a pre-existing
dock. (See Workplan Drawings 1-3).

The purpose of the floating dock is to provide easier unloading and loading of staff, volunteers and restoration/monitoring
supplies for education and restoration activities on Jones Island. We are proposing a conventional t-shape floating Jet Dock
(http://www.jetdock.com/conventional_t-Shape_floatingwalkway) that can be easily removed in the event of a storm (see
Workplan Drawing 3 and photo example). The floating dock will be installed within the same footprint of a previously existing
dock and secured to three existing pilings.

Background
In 2007, a 5.77-acre portion of Jones Island was purchased by the North Carolina Coastal
Federation (NCCF) through a grant from the N.C. Clean Water Management Trust Fund. This
land, as well as an adjoining 9.71-acre area belonging to Audubon North Carolina, was
designated a White Oak River Clean Water Management Preserve. These 15.48 acres or about
70% of the island was donated by NCCF and Audubon N.C.* to the N.C. Division of Parks and
Recreation to be added to Hammocks Beach State Park (HBSP). This acquisition of Jones Island
protects about a mile of riparian buffer. Preserving this land prevents its development and
provides for the protection of this estuarine habitat that is located right in the center of the White
Oak River.
*As of July 28, 2008, the deed for the transfer of ownership of the 9.71 acres belonging to the National Audubon
Society, Inc. to the N.C. Division of Parks and Recreation has not been officially recorded.
Project Summary
NCCF will work with the N.C. Division of Marine Fisheries, HBSP and teachers, students and
volunteers to create marsh and oyster habitat along the shoreline of Jones Island in the White
Oak River in Onslow County, NC. This will be accomplished through a combination of marsh
grass plantings, loose oyster shell placement and the creation of oyster shell bag sills. These
restoration activities will not only provide habitat for wildlife, finfish and shellfish, but will also
help to stabilize the eroding shoreline of the island. The created marsh and oyster habitat will
help to filter nutrients and pollutants, and thereby improve the water quality of the impaired
White Oak River. The deployed oyster shell and oyster bag sills will provide substrate for the
attachment of oyster larvae in these traditionally productive waters. A floating dock will be
installed as part of the project to allow for safe docking of restoration supplies and participants.
Public education, awareness and support for the protection and restoration of coastal habitats will
be expanded through public participation in the project and educational and outreach activities,
including using existing buildings on the island to provide a base of support for project outreach
activities.
Project Description
This project will restore salt marsh habitat along 1,000 feet of the shoreline of Jones Island and
create approximately 1.7 acres of new oyster reef habitat just offshore of the island. These
habitat restoration activities, including two oyster shell bag sills, will be strategically located on
the northeast and northwest sides of the island to help reduce shoreline and marsh erosion that is
currently occurring at several locations.
The overall goal of this project is to reestablish fringing marsh along the shoreline of Jones
Island and to enhance oyster growth in waters just offshore of the island. This will provide HBSP
with extremely valuable estuarine habitats for which it will become a long-term steward as the
island is managed as part of the state park.
Specific project objectives include:
¦ Add 16,000 bushels of oyster shell and other suitable reef building material along selected
areas surrounding Jones Island in the White Oak River, creating 1.7 acres of new shallow
subtidal oyster reef habitat.
¦ Strategically place the newly created oyster reefs so that they help provide protection of the
island's shoreline from wave-induced erosion.
¦ Place 4,000 oyster shell bags to form temporary shoreline sills that will help to establish the
restored fringing salt marsh along 1,000 linear feet of shoreline on the northeast and northwest
sides of the island.
¦ Restore approximately 1,000 linear feet of fringing salt marsh habitat, or approximately 30,000
square feet of marsh, along eroded sections of the islands shoreline.
¦ Install a permanent floating dock that can be removed in the event of a strong storm.
¦ Train and engage at least 50 volunteers and 60 students through field work and classroom
activities to provide support for the restoration project and monitor its success.
¦ Share project results with citizens through NCCF's promotional efforts including media tours,
press releases, website, presentations and cable show.
Restoration Methods and Techniques:
Significant erosion exists along the shoreline of Jones Island due to wind-induced tides and
several hurricanes that have affected the area in recent years. The erosion is especially apparent
along a couple of stretches of shoreline that have previously been disturbed by human activities.
In an effort to protect and stabilize the eroding shoreline of Jones Island, oyster shell, oyster bag
sills and marsh grass plantings will be strategically located on the northeast and northwest sides
of the island. These restoration techniques will also create additional coastal marsh and oyster
reef habitat. The project will include a monitoring component that will be carried out as part of
NCCF's and HBSP's educational programming to determine the success of these three different
restoration techniques.
The shell bag sills on the northeast and northwest sides of the island will each cover no more
than 500 linear feet each. Volunteers will create the bags at stockpile sites and HBSP boats will
transport the bags to Jones Island. NC DMF barges will transport the loose shell to Jones Island
to create the reefs. Hammocks Beach State Park employees will assist with the transport and
marsh and reef creation.
NC DMF will create 1.7 acres of oyster reef habitat. The shell planting sites will grow into
functioning oyster reef systems through natural oyster spat recruitment.
Any necessary permits for the placement of oyster shell bags and loose shell to protect the newly
planted marsh will be obtained by NCCF.
Teachers and students from local schools and children in groups such as the Boy Scouts and
Boys and Girls Clubs will participate in the project through oyster shell bagging, oyster shell bag
sill creation, marsh grass planting and project monitoring. NCCF staff will work with students in
the classroom and in the field to prepare for and conduct project monitoring at the restoration
site. Their involvement will be supported by at least 50 community volunteers over the course of
the project.
