Bridge 11 was impacted by Hurricane Matthew. The bridge was reviewed after the hurricane and no issues were noted. Once a survey was completed, it was identified that the bridge was four foot below scour critical elevations. Chris Kreider of the NCDOT GeoTech Unit has determined that an additional two foot of scour from a storm event could potentially cause the bent piles to buckle. SR 1001 is an Emergency Evacuation Route. Immediate repair is necessary to maintain the bridge structure. S&C Construction has been selected to complete the repairs: 1. Install traffic stoplights and signs to establish one lane work zone. Skinny barrels and water filled barriers will be delineated to delineate the work zone. 2. Install Turbidity Curtains across work area on the downstream end of the bridge. 3. Remove guardrail on southeast corner and install erosion control measures. 4. Lay 1/8” 4’x8’ sheets of steel plate on lane to protect roadway from construction activities. 5. Option 1: Cat 320 excavator will be utilized on topside of bridge with an arm attachment to funnel aggregate under bridge while another will feed the hopper. ½ of the bridge will be done then lanes switched and the other half completed. 6. Option 2: Cat 320 excavator will feed conveyor system mounted to pontoon frame that carries material under bridge. Rock will be stockpiles in closed lane and excavator will be feeding conveyor from on top of bridge. All work is anticipated to be completed topside of bridge without need for causeway. The stone will be placed from the bottom of the scour (17.87 +/-) to the 31.0 elevation. Please confirm that the repairs are consistent with NWP#3. 1 James J.
