The WWTP plant operates under NPDES permit No. NC NC0049867. The existing permitted monthly average WWTP discharge is 0.27 MGD and the effluent limits are summarized below in Table 1. Please also see the attached Quadrangle maps showing the location of the WWTP site, Third Creek, and the general surrounding area. The purpose of this letter is to request speculative limits for an NPDES discharge of 0.40 MGD and 0.50 MGD. A United States Geological Survey (USGS) streamgage (Station Number 02120500) is located just upstream of the discharge point for the Cleveland WWTP at approximately 35.74875 N, 80.68375 W. Refer to the attached Quadrangle and Street maps for the streamgage's location relative to the Cleveland WWTP. Unfortunately, this streamgage was only active between April, 1940 and September, 1971, and is the only streamgage with data for Third Creek. There are three active streamgages on other streams near the site that have been active since 2012, however, the data from these gages may not be used exclusively to estimate low -flow data for the WWTP discharge point at Third Creek. Based on counsel from USGS scientists we are providing the published low flow characteristics from the discontinued streamgage on Third Creek. Low -flow characteristics for Third Creek are summarized in Table 2 Below.
