Carolina Water Service Inc. of NC, Inc. owns and operates two wastewater treatment plants that serve the
Connestee Falls development located in Transylvania County just south of the Town of Brevard and east of
the Town of Rosman. The plants are located in different drainage basins but the same river basin (French
Broad) and have separate service areas of the Connestee Falls Development. Carolina Water Service Inc.
of NC, Inc. is seeking to replace the Connestee Falls Wastewater Treatment Plant No. 1.
Carolina Water Service has elected to replace the existing Connestee Falls Wastewater Treatment Plant #1
with a Sequencing Batch Reactor (SBR) having a rated capacity of 360,000 gpd and to further add as
beneficial improvements, an automatically cleaned fine screen with vertical lifting, dewatering and compaction
of screenings, cloth media filtration, and UV disinfection systems.
The cloth media filters and UV disinfection systems will be installed in parallel treatment trains with each UV
unit and each filter sized to treat effluent at the peak flow of 0.90 MGD. Automatic controls and valves will be
provided to switch flow between disinfection units in case of failure.
The vertical screen will be installed in an existing channel located at the existing influent pump station.
Additionally, the lift station pumps will be replaced to account for the increased static head condition required
by the proposed SBR. Two pumps with VFD controls are proposed. Each of the pumps will be sized for the
peak flow and total dynamic head condition so that one pump provides backup for the other. During normal
operation, the duty and standby pumps will be alternated so that each pump is in service approximately 50%
of the time.
On behalf of Carolina Water Service Inc. of NC, LandDesign is filing an application to NCDEQ — Division of
Water Resources for an Authorization to Construct modifications to the Connestee Falls Wastewater
Treatment Plant #1 (NPDES Permit # NC0024295) located at 5999 Greenville Highway Brevard, NC in
Transylvania County.
