James (919) 733-7844, Ext. 233 mjames@ncdot.gov R-3407 CP 2A - Bridging Decisions December 11, 2008 PROJECT DESCRIPTION TIP Project R-3407 is programmed in the 2009-2015 State Transportation Improvement Program (STIP) for the widening of NC 33 to a multilane facility from the US 264 Bypass in Greenville to US 64 southeast of Tarboro The project has been divided into seven sections, with two to three alternatives per section under consideration They include and corridors utilizing existing facilities and corridors located on new location The attached vicinity map shows the location of the project The sections vary from 0 51 to 4 67 miles in length A four-lane median divided facility with partial access control is proposed It is anticipated approximately 200 feet of right of way will be required to accommodate this facility The median width of 46 ft will be reduced in Sections 4 and 6 Studies are underway in accordance with the requirements set forth in the National Environmental Policy Act (NEPA) of 1969, as amended Right of way acquisition is scheduled for Federal Fiscal Year (FFY) 2013 (Section 1 only) and construction is scheduled for Post Year The total estimated cost for the proposed project is $78,100,000, including $6,500,000 for right of way and $71,600,000 for construction cost PURPOSE AND NEED (CP 1) The Purpose and Need Statement (CPI), as approved by the NEPA/404 Merger Team on February 17, 2005 is stated as follows "The purpose of the project is to improve the safety and capacity of NC 33 between Tarboro and Greenville." DETAILED STUDY ALTERNATIVES CARRIED FORWARD (CP 2) Concurrence Point 2 (CP 2) was signed on August 24, 2006 At this meeting, the team agreed to consider the following alternatives for each section • Section 1, from US 64 in Tarboro to dust west of NC 42 Two alternatives, northern widening and best fit • Section 2, from dust west of NC 42 to approximately 0 35 mile east of NC 42 Two alternatives, northern widening and best fit • Section 3, from approximately 0 35 mile east of NC 42 to approximately 0 30 mile west of SR 1608 (Thigpen Road) Two alternatives, northern widening and best fit • Section 4, from approximately 0 30 mile west of SR 1608 (Thigpen Road) to 0 40 miles east of SR 1409 (Penny Hill Road) Four alternatives, northern widening, southern widening, best fit and avoidance of the Penny Hill historic doctor's office • Section 5, from approximately 0 40 mile east of SR 1409 (Penny Hill Road) to approximately 0 33 mile west of NC 222 Two alternatives, southern widening and best fit 2 R-3407 CP 2A - Bridging Decisions December 11, 2008 • Section 6, from approximately 0 33 mile west of NC 222 to approximately 0 46 mile east of NC 222 Best fit alignments with options in and around Belvoir • Section 7, from approximately 0 46 mile east of NC 222 to US 264 in Greenville Two alternatives, northern widening and best fit CONCURRENCE POINT 2A The proposed alternatives for TIP Project R-3407 are located within the Tar-Pamlico River Basin Jurisdictional streams and wetlands have been identified within the project study corridor Table 1 details the current sections/ alternatives and impacts associated with each alternative Wetland and stream impacts for each project section are provided in Table 2 Wetlands and streams are shown in Figure 2 Wetland and stream impacts were calculated based on the current preliminary design Wetland impacts are calculated from slope stake to slope stake, plus an additional 25 feet outside of each limit as determined from the current functional design plans for each alternative, The totals are rounded to the nearest Y 1 acre for wetlands and the nearest foot for streams Revisions to Current Alternatives: y rt t i 1 Section 4: To, avoid both the Tar River and the Historic Property, NCDOT evaluated one ' , bypass option in addition to the widening alternatives Section 6: In order to minimize impacts to the Belvoir community, NCDOT evaluated 2 bypass options in addition to the widening alternative CP 2A Field MeetinE: A field meeting was held November 3, 2008 The attendees reviewed high quality wetland sites and potential bridge locations Table 3 lists each of the high quality crossings and mayor hydraulic crossings NCDOT's hydraulic structure recommendations are provided in this table At this meeting, the Agencies in attendance agreed with all of NCDOT's recommendations for hydraulic structures 3 R-3407 CP 2A - Bridging Decisions December 11, 2008 Table 1: R-3407 Preliminary Impacts ?"
