Special Issues: Stormwater is currently part of a combined WW and SW permit NC0004944. SW is being separated from WW during this renewal. 2. Changes at the facility since previous permit: Previously owned by Performance Fibers Operations, Inc. 3. Receiving Waters: Withrow Creek is not listed as impaired in either the final 2014 or draft 2016 303(d) list. North Second Creek is impaired for turbidity. This stream is included in a TDML for turbidity approved in 2011. This site is also located in the High Rock Lake watershed, which is impaired for nutrients, turbidity, and pH. Threatened and Endangered Species: None identified on NC Natural Heritage Program Map. 5. Analytical and./or qualitative monitoring during this past permit cycle: See Table 1. The past permit term required semi-annual sampling of all 5 SDO's. Semi-annual data was not able to be located for most years except 2013-2014. Table 1: DMR Data Summary 2009-2014 6. Rationale for monitoring parameters: Propose maintaining all parameters based on the industrial activities, chemicals, and the impairment and TMDL for turbidity, nutrients, and pH. Although the analysis is the same, the parameter name "Total Petroleum Hydrocarbons (TPH)" for stormwater discharges associated with vehicle maintenance has been replaced by "Non -polar Dill & Grease by EPA Method 1664 [SGT -HEM]." This description causes less confusion for permittees and their laboratories because the request for "TPH" can be confused with more expensive gas chromatography tests for this group of compounds. Non -polar 0&G continues to be a useful indicator for targeting petroleum-based oils and greases. Also, see attached staff report from previous proposed permit. 7. Permit Facility, and Owner Contacts u dates: ® Confirmed contact information with permittee and updated BIMS if necessary. ® Obtained a -mail addresses for each contact and updated BIMS. 8. Annual Fees: ® Confirmed in BIMS that permittee does not owe fees. Recommendations Based on the documents reviewed, the application information submitted on February 23, 2016 is sufficient to issue an Individual NPDES Stormwater Permit. Central Office recommends reissuance of this permit with mostly the same monitoring as the previous cycle.
