We are still trying to work out the issue of the Stormwater Management Plan (SMP) for the 401 permit. The SMP requires BMP devices which must be shown on the erosion control plan if they are required. If a SMP is not required (under 24% built-upon)), I have no problem of updated the "approved" erosion control plan with the recommended changes per our March 4th on-site meeting. Basically, I'm just waiting on a 401 permit, so I can make the correct changes to the "approved" erosion control plan. If you have any questions or concerns feel free to contact me. Thanks A. As I understand it, the wetland restoration plan is not included in what is currently the "approved" sediment control plan for Savannah's Gardens. This was reportedly clarified in letter from LQ dated May 5, 08. If you have a different understanding, please let me and/or Steve Cook know asap. We discussed options for getting this project fixed, finished and put to bed for good. He was going to speak with the Raleigh folks to see what we can do that will sufficiently accommodate them. One thing we discussed regarding DWQ's concern with Drainage Area 4's impervious area was a site visit to spot check/ground truth impervious measurements. Understandably "23.9%" makes them very nervous, so we need to make our case backing the accuracy of those measurements. Since most of Drainage Area 4 is built out, we thought it may be a good idea for Ken and Chad Turlington to visit the site with you and/or other NSE staff to check a few lots. This might give DWQ some reassurance. I also mentioned to Ken that this was our 4th letter from DWQ and only the first time they ever mentioned a problem with the designation of Drainage Area 4 as one drainage area ...and that it all lets out into the same ditch. I sent the 5 full-sized copies of the plans to Ian McMillan, so maybe DWQ will be willing to share a copy with Ken for his analysis & input (I thought they were supposed to do that anyway). Finally, I asked Ken if he could speak with the Land Resources folks about at least letting us move dirt for the wetland restoration .... Emily planned to put in a call about this as well. Ken & I left the conversation with the intention that he would contact Raleigh and get back to us. I would expect to hear from him in - a week.
