I have attached an email chain, between Dave Bailey/USACE and myself (dated
September 11, 2017) that addresses some of the comments in your September 12, 2017
email attachment letter. My intent was to copy NCDWR on that email; my apologies for
neglecting to do so.

Regarding NCDWR’s On-Hold letter, dated September 12, 2017:

Bullet Item #1: a PJD Package was attached to, and submitted with, the ePCN. The
USACE is now aware of the PJD attachment to the ePCN.

Bullet Item #2: As noted in the email to Dave Bailey, NCDOT will restore the temporarily
impacted areas in accordance with Nationwide General Permit Condition #13 (see
attached email chain). As noted in the attachment email chain, David Bailey was fine
with this, but had asked about NCDOT’s seed mix to be used. We are currently awaiting
a response from our Roadside Environmental folks regarding this request, and the
response will be forwarded upon receipt.

Bullet Item #3: A Revised Impact Summary Sheet had been provided to the USACE in the
email chain and has been attached to this email.

Bullet Item #4: As noted in the email chain, NCDOT is amenable to the issuance of a NW-
14, in lieu of a NW-13/23/33, per USACE request. If it needs to be requested by NCDOT,
please accept this as a request for the issuance of a NW-14.

I hope this response sufficiently addresses the requested information, noting that the
seed mixture information will be provided. Let me know if it would be helpful to discuss
further.
