DWQ's comments have been copied and italicized and our responses are as follows: 1. Drainage area 4 has four separate stormwater discharge points. Per NCAC 2B 15A; 02H.1000, a drainage area is defined as "the entire area contributing surface runoff to a single point. " Please provide an analysis of the imperiousness of each of the separate drainage areas that have been termed collectively as "Drainage Area 4. " The DWQ continues to believe that this portion of the development is high density. If so, then an appropriately selected and designed BMP must be provided to treat the stormwater from Drainage Area 4. Per the phone conversation with Ms. Lucas, on December 3, 2008, we concluded that all the surface runoff flows to the existing roadside drainage channel. Ms. Lucas commented that the drainage channel must be protected from erosion, and that the land south-west of Robert Place must remain undeveloped with permanent open space. The developer has agreed to the conditions. NSE has label the land as "Permanent Open Space" on the map, and provided a rip-rap liner for the existing channel. NSE will update the erosion control plan with these changes for NCDENR Land Quality approval, and provide DWQ a copy of the approved erosion control plan if needed. The existing impervious surfaces were surveyed by a Professional Land Surveyor to verify its accuracy. NSE is confident that "Drainage Area 4" is low density. Neal Smith l-,n >incering, lnc.
