PROJECT SUMMARY: The applicant proposes to construct a 3' x 63' finger pier to access an existing boatlift. Michael Coward, Beaufort County Project settina The project site is located off SR 1774 at 115 Boada Street between the Kilby Island Subdivision and Bayview Subdivision on the north side of the Pamlico River near the Town of Bath in Beaufort County, North Carolina. The proposed project site consists of two separate lots that share an existing pier. The separate lots are under the following ownership: East side Lot No. 1: Michael Coward 115 Baoda Street Bath, North Carolina 27808 West side Lot No. 2: Larkin Little 113 Baoda Street Bath, North Carolina 27808 Man-made features on both lots consist of a house and bulkhead. Both lots are mostly vegetated with lawn grasses and ornamental shrubs. Mr. Little's property has approximately 106 linear feet of shoreline. Mr. Coward has 120 feet of shoreline. The total shoreline length for both properties is 226 linear feet. Also, located on the property line between the Little and Coward property is a shared pier with a 24' x 18' platform, 32' x 26' boathouse on the east side which is utilized by Mr. Little and two uncovered boatlifts on the west side which is for the use of Mr. Coward. Both adjacent properties on the downstream (north) side and upstream (south) side are developed lots, which are of similar vegetation. A residence and bulkheaded shoreline are located on both properties. The project site is approximately 6 feet above normal water level. The Pamlico River is classified as SB by the Environmental Management Commission at the project site. The Pamlico River is Coastal waters and is not open to shell fishing. This property is subject to the Tar - Pamlico Riparian Buffer Rules administered by the N.C. Division of Water Resources. Project description Mr. Coward proposes to construct a 3' x 63' finger pier to access an existing 13' x 13' boatlift on the east side of the shared pier. Anticipated impacts The construction of the finger pier will result in a total platform square footage of 1,453 square feet. The maximum allowed for this shared pier is 1,808 square feet. This project will increase the existing shading impact an additional 189 square feet. Kelly Spivey —11 September 2017 Michael L. Coward DCM 115 Boada Street 0 8 2017, Bath, NC 27808 WARO CAMA Major Permit - Project Narrative Located on the Pamlico River, near Kilby Island nieborhood, east of Bath, off SR 1774 near the community of Bay View, the property of Michael L. Coward is 1.24 Acres in size. The owner is trying to access their new boat lift that was just installed by CAMA General Permit # 68460. They want to put in a drop down finger pier between the two boat lifts, with a wrap around for the front and outside. The proposed finger pier would be 3' wide and 63' long. The newly installed 12' x 12' boat lift will be used for the structure of the new finger pier, with a few new pilings at the front ( shore side end ) as a bump for loading the boat. There will be some support posts for the outside edge of the finger pier also. The existing boat lift that was just installed has no access from the current pier. This will allow the owners to access the lift and use it for his boat storage Contractor will be Robbie Hopkins for this project. They will barge in a vibrating hammer and materials as needed for the new pilings for the boat bumper. The vibrating hammer will be supplemented with some manual labor.
