This permit, issued on November 20, 2008 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) This renewal shall be attached to the original Permit No. 115-05, which was issued on 7/20/05 and
copies of both documents shall be readily available on site when Division personnel inspect the project
for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2010
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.
Signed by the authority of the Secretary of DENR and the
Chairman of the Coastal Resources Commission.

This memo is in regards to a request to renew Major CAMA/Dredge and Fill Permit No. 115-
05 issued on 20 July 2005 to Mr. H. E. "Woody" Whichard for excavation of a highground boat
basin, access channel, riprap shoreline, riprap groins, a pier and boathouse onsite Mr. Whichard's
property located on the east side of the Pungo River off SR 1150 in Hyde County near Scranton,
North Carolina. This is the first renewal of this permit. Mr. Whichard has undertaken the permitted
shoreline stabilization and repair to the existing pier. This work was completed in November 2005.
The boat basin with associated amenities and additional pier with a boathouse have not been built. I
recommend that the permit be renewed. The $100 check to cover the cost of the permit renewal has
been deposited.

Permit Number 115-05 expires on December 31, 2008. Please find enclosed a check in
the amount of $100.00 made payable to CAMA for its renewal.
The bulkhead is completed and repairs have been made to the existing pier. However,
construction of the new pier, the boat basin or finger pier additions to the existing piCr
remain to be completed.
