Division of Water Quality Winston-Salem Regional Office 585 Waughtown Street Winston-Salem, NC 27107 VIR(6?Rlp DEC 3 2008 DENk - W ER OU& i WETLANDS AND STORMWATER BRANCH Re: DWQ#08-1606 - Section 401 Water Quality Certification application for Crow's Nest Phase III Dear Ms. Homewood, In response to your letter to Mr. Sean Long dated November 26, 2008, we offer you the following information regarding your comments: 1. A revised, complete application has been submitted to Andrew Williams with the US Army Corps of Engineers for their review. 2. Item XI on Page 12 of the PCN has been answered. I have attached that page for you. 3. We have extended the rip-rap apron beyond the required minimum per NCDENR for outlet protection to ensure proper re-alignment with the existing channel. A revised detail has been attached. 4. The rip-rap apron at the inlet has been removed from the plan. 5. The proposed pipe will be constructed away from the existing channel and "in the dry" therefore, no dewatering of the channel is necessary. I have included the Construction Sequence from the plans forreference which outlines the construction procedure. 6. Given the nature of the installation of the proposed pipe, there are no temporary impacts anticipated. Permanent impacts include re-alignment of the channel to the proposed pipe, removal of the existing 15" RCP and placing permanent fill in the "old" channel bed. Provisions have been made to ensure constant supervision of this crossing to ensure regulatory compliance. Copies of the proposed erosion control plans can be provided upon request. Please contact us if you have any questions, concerns or need additional information or clarification. oRespectfull Attachments Copt - -1a,vL AkAuUa r\, K:\2005 Projects\05120016\Calculabons & Permits\DWQ Response Letter.doc 7622 Bentley Road Greensboro, NC 274099657 Telephone: 336 605 0328 Post Othoe Box 35392 Greensboro NG 27'125-b392 Fax 336 606.0'329 ?
