Dear Mr. Long:
The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed
the restoration plan and 95 percent design drawings for the above-referenced project. Based on this
review, it appears that all of the concerns expressed by DWQ in our memo dated September 16, 2002
have been addressed in the revised plan currently under review. We concur that the proposed activities
will be covered by Water Quality Certification 3689 as long as all of the Conditions of that Certification
are met. In particular, the Standard Erosion and Sediment Control Practices required for restoration
work in High Quality Waters (HQW) should be noted. It is expected that Best Management Practices
will be utilized during all restoration activities such that no violations of State Water Quality Standards
occur as a result of work conducted under this Certification.
DWQ appreciates the efforts being taken to solicit and incorporate input from federal, state, and local
agencies and other stakeholders into the restoration plan, and to cooperate with ongoing environmental
enhancement and education efforts in the area around Wilson Bay.
