Clement Riddle, P.W.S ClearWater Environmental Consultants, Inc. 718 Oakland Street Hendersonville, NC 28791 Re: Nucor Plate Steel 7-Acre Wetland Creation Annual Report for 2007 Second Annual (post-remediation) Monitoring Report Hertford County DWQ 419990231 Dear Mr. Riddle: The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed the Monitoring Report and performed a site visit for the above-referenced mitigation project. Our comments are as follows: The transition of the project to a cypress-gum community appears to be a better match for the site hydrology than the oak-dominated bottomland hardwood ecosystem that was originally targeted. The site is marsh-like, with woolgrass and cattail cover over much of its area at present, but both pond and bald cypress trees are thriving. Loblolly and red maple volunteers are primarily confined to the edges of the creation site, but should be monitored to ensure that they do not impede development of the targeted wetland community. It is expected that the site will continue on a trajectory toward success as a cypress-gum swamp forest system. We look forward to future reports detailing development of the mitigation site over the next few years.
