A. Project Description: (Include project scope and location, including Municipality and
County. Refer to the attached project location map and photos.)
Replace Bridge 550017 over Wayah Creek. The purpose of this project is to
replace Macon County Bridge No. 17 on SR 1309 (Crawford Road) over
Wayah Creek. Bridge No. 17 is 31 feet long. The replacement structure
will be a bridge approximately 45 feet long providing a minimum 24 foot 10
inch clear deck width. The bridge will include two 10-foot lanes and 2-foot
10 inch offsets. The bridge length is based on preliminary design
information and is set by hydraulic requirements. The roadway grade of the
new structure will be approximately the same as the existing structure.
The approach roadway will extend approximately 105 feet from the
northwest end of the new bridge and 110 feet from the southeast end of the
new bridge. The approaches will be widened to include a 20-foot pavement
width providing two 10-foot lanes. Three-foot grass shoulders will be
provided on each side (7-foot shoulders where guardrail is included). The
roadway will be designed to meet the North Carolina Department of
Transportation Sub Regional Tier Guidelines for Bridge Projects with a 25
mile per hour design speed.
Traffic will be detoured off-site during construction (see Figure 1).
B. Description of Need and Purpose:
NCDOT Bridge Management Unit records indicate Bridge No. 17 has a
sufficiency rating of 21.5 out of a possible 100 for a new structure.
The superstructure and substructure of Bridge No. 17 have timber elements
that are fify-six years old. Timber components have a typical life
expectancy between 40 to 50 years due to the natural deterioration rate of
wood. Rehabilitation of a timber structure is generally practical only when a
few elements are damaged or prematurely deteriorated. However, past a
certain degree of deterioration, most timber elements become impractical to
maintain and upon eligibility are programmed for replacement. Timber
components of Bridge No. 17 are experiencing an increasing degree of
deterioration that can no longer be addressed by reasonable maintenance
activities, therefore the bridge is approaching the end of its useful life.

NCDOT Division 14 – Offsite Detour
In order to have time to adequately reroute school busses, Macon County Schools will be
contacted at least one month prior to road closure. Contact person is Josh Lynch –
Principal at Cartoogechaye Elementary School at (828) 524-2845.
Macon County Emergency Services will be contacted at least one month prior to road
closure to make the necessary temporary reassignments to primary response units.
Contact person is Josh Randall – Chief at the West Macon Volunteer Fire Department at
(828)-421-8516.
NCDOT Division 14 – Trout Issues
NCWRC has identified Wayah Creek as supporting a trout population. Therefore a
moratorium on all in water work will be in place from October 15 to April 15 of any
given year. It will also be subject to all Design Standards for Sensitive Watersheds.
NCDOT Division 14 – Bats
A moratorium on all tree clearing will be in place from October 15 to April 15 of any
given year. The bridge will be resurveyed before construction to ensure there is no bat
roosting and a 404 Permit Application will be submitted for Section 7 T&E concurrence
since this project will require tree removal and also percussive activities within a known
NLEB concern area.
