permitting branch. Per G.S. 15013-3 your current permit does not expire until permit decision on the application is made.
Continuation of the current permit is contingent on timely and sufficient application for renewal of the current permit.
The permit writer will contact you if additional information is required to complete your permit renewal. Please respond
in a timely manner to requests for additional information necessary to allow a complete review of the application and
renewal of the permit.

Dear NPDES Permit Coordinator:
Enclosed please find one original and two copies of NPDES Permit Application —Short Form C
(Minor Industrial) for the Major Modification of NPDES Permit NCO004723 for the Kinder
Morgan Southeast Terminals LLC (KMST) facility — Charlotte 3, located at 7325 Old Mount Holly
Road, Charlotte, NC in Mecklenburg County.
The modification is necessary to remove the current carbon treatment system, which will no
longer be used Instead, water will be hauled offsite for treatment/disposal The NPDES Permit
expires at midnight on June 30, 2020 and is not currently due for renewal. Discharge volumes
remain generally consistent with the previous application (2014) and have not been
recalculated. A map showing the exact location of each outfall (including latitude and longitude)
is also enclosed.

Outfall 001 - Previous permitted system had loading rack water pass through oil -water
separator and continue through carbon bed filtration System will be altered to remove several
components, including carbon bed filtration, so wastewater flows from oil -water separators to a
wastewater holding tank to be hauled offsrte for disposal Outfall 001 now receives only storm
water, including stormwater from bermed secondary containment areas, which is inspected
prior to each discharge
In order to accurately reflect the current system at the site, the "Supplement to Permit Cover
Sheet" should be modified as follows•
• Remove references to the air stripper (previously listed as "not in use" and has now
been removed from the site)
• Remove references to "particulate filter," which will be removed from the site
• Remove references to the carbon filters, which have not been used since 2014, and
will be removed.
• Remove references to the polishing filter in the loading rack, which will be removed
from the site
These modifications will not create a new source, or change the nature of or increase the quantity of
pollutants discharged.
