The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on August 24, 2017. A preliminary
review of that information has determined that the application is not complete. The following
information is needed to continue the stormwater review:
1. Since this project is located in the Six Mile Creek watershed, it one of the watersheds
subject to the Goose Creek rules 15A NCAC 02B .0600.
a. Revise the SCM design water quality volume to be based on the difference in
runoff between the pre and post -development conditions for the 1 -yr, 24 -hr storm,
not 1.0". Evaluate if the 18x6 orifice needs to be raised so that the entire WQV
(I yr, 24hr post -pre) filters through the sand media.
b. 02H .0602(a) states that SCMs used shall promote infiltration of flows and
groundwater recharge, or provide a written explanation when it is not practical to
use infiltration.
2. Provide a soils report that includes the SHWT elevation within the footprint of each SCM
[sand filter MDC 1].
3. There must be a minimum of 12" of sand above the top of the underdrain pipe [sand filter
MDC 7]. The proposed design appears to have an upturned elbow creating an IWS zone.
That is not allowed in sand filters; only in bioretention.

4. The outlet structure detail on C-4.3 appears to show the underdrain being covered up by
the riser ballast concrete.
5. The application was signed by George Macon, but Mr. Macon is not listed as a
member/manager of Reafield, LLC on the Sec. of State website. The application must be
signed by a member/manager, or provide a signed letter from one authorizing Mr. Macon
to sign the application.
6. Since this project has lots, please provide a completed High Density Commercial
Subdivision deed restriction form available at htips:Hdeq.nc.gov/about/divisions/energy-
mineral-land-resources/energy-mineral-land-rules/stormwater-pro rg am/post-construction
7. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:
https:Hedocs.deq.nc.gov/Forins/SW Project_ Submittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to October 13, 2017, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
