REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Mr. Baine:
On August 26, 2008, the Division of Water Quality (DWQ) issued a 401 Water Quality
Certification to impact 2,166 linear feet of stream, 0.178 acre of wetlands and 0.221 acre of open
water in order to construct the subject residential development and golf course at this site. In
order to meet Condition 9 of the 401 Certification for this project, a stormwater management
plan, dated October 15, 2008, was received by the DWQ on October 17, 2008. The DWQ has
determined that your stormwater management plan was incomplete as discussed below.
Additional Information Requested:
1. Bioretention Areas: Please provide the following information:
a. A revised plan for the grading adjacent to Bioretention Areas 2, 3 and 4. 2:1 is
the maximum allowable side slope adjacent to the device.
b. Planting specifications to stabilize the side slopes adjacent to all of the
bioretention areas.

c. Engineered channels to convey flow from the site to the bioretention areas. For
example, EW1, EW3 and EW5 are conveying flow toward Bioretention Area 2
via a steep slope in a manner that may cause erosion. There appear to be similar
issues with EW12, EW24,
d. A revised plan for Bioretention Area 2 that provides treatment for the stormwater
discharged from the Bear's Den and the swimming pools.
e. Details of the flow splitter devices for Bioretention Areas 2, 3 and 4 with
elevations called out.
f. Properly sized forebays for Bioretention Areas 2, 3 and 4 - the forebays appear to
be undersized.
g. A reconfigured plan for the underdrains for Bioretention Areas 2 and 3 that serves
a greater portion of the bioretention cell area.
h. The specifications for the planting media on sheet DI do not appear to match the
requirements in the state BMP Manual.
A scaled planting plan for each bioretention area that shows the locations of the
plantings.
j. A planting detail that shows trees and shrubs planted with approximately 1/3 of
their rootballs above the planting media.
2. Sand Filters: Please provide the following information:
a. A revised profile of the sand filter that shows the sand filter chamber without
vegetation growing on it.
b. Engineered channels to convey flow from the site to sand filters. For example,
EW56 is conveying flow toward Sand Filter 3 in a manner that may cause
erosion. There appear to be similar issues with EW33, EW51 and EW53
The DWQ will require the above additional information to finalize review of the stormwater
management plan for the subject property. Please provide the following information so that we
