V-SLEW, LLC Consultant: Baldwin & Janowski, PA 1015 Conference Drive Greenville, NC 27858 Phone: 252.756.1390 This project consists of gravity sewer, force main and a sanitary sewer pump station. There will be 2,234 linear feet of sanitary sewer gravity main, 1,645 linear feet of forcemain and 1 pump station in the scope of this project. The purpose of this project is to construct a pump station to serve an existing subdivision and provide increased service area for Greenville Utilities Commission. The River Hills Subdivision is being annexed into the City of Greenville. The existing private pump station that serves this subdivision is not up to Greenville Utilities Commission standards therefore a new station needs to be built. The pump station is being built at the proposed location to serve dual purposes. The first purpose is for the new station to provide sewer disposal service to the existing subdivision. The upgrade is needed to accommodate the Annexation of this subdivision into the City Limits of Greenville. The second purpose of the pump station is to increase the service area of Greenville Utilities. In anticipation of future development on this side of town it is advantageous to install a system that is large enough to handle future development. Redundant systems and facilities are costly, inefficient and create long term maintenance problems. In order to minimize redundant systems; multiple pump stations in one service area; it is best to have the new pump station closest to the area most likely to have development and future service needs. The property bordering the River Hills Subdivision to the East is owned by the City of Greenville. Due to the fact that it is City owned there are no plans for future development on this property. Therefore the best location for the pump station is on the eastern side of the City owned property. There are no private banks that can serve this project. The impacts have been calculated and are detailed in the application and the plans that will accompany this narrative. The terms of mitigation will be determined by the Army Corps of Engineers and Department of Water Quality as part of General Conditions for this project. The wetlands within the project area have been delineated and a map has been submitted to the Army Corps of Engineers for approval. The total permanent impacts to Riparian and Non-Riparian Wetlands have been calculated to be .23 acres. These wetlands will not be permanently filled. The pre-construction contours will be re-established. The permanent impacts are caused by a change in the type of wetlands from wooded to herbaceous. The wetlands will be altered due to the mowing of the 20' permanent maintenance corridor over the sanitary sewer main. There will be permanent impacts to zone 1 and zone 2 caused by the maintenance corridor. Zone 1 permanent buffer impacts are calculated to be 266 square feet. There are no zone 2 permanent buffer impacts that will require mitigation. There will be both perpendicular and non-perpendicular impacts to the Riparian Buffer. These impacts are listed and summarized in tables on the Nation Wide 12 Utility Plans for this project. The 12' wide stone access path to the pump station is following an existing path through buffer areas and will not impact any wetlands. The existing dirt path will have stone added to it to allow for all weather access to the pump station for support and maintenance vehicles. The existing path makes a perpendicular crossing of the riparian buffers in zone 1 and zone 2. As there will not be any modifications such as a new pipe crossing only 12' of stone to be installed and graded on the path, no mitigation is being anticipated for these impacts. The stone access path has been designed to avoid any parallel impacts to the 50' riparian buffer. There is no accounting for Cumulative and Secondary impacts at this time. The property owned by the City has no plans for development and there have been no plans developed or on record as having been submitted to the City for development on the property adjacent to the east of the City owned property. There are no plans for immediate development that will be served by this new pump station but, as mentioned above there is a need to construct a system that will facilitate future development. The immediate need for this pump station is to take the place of an existing, obsolete, privately owned pump station. The need to have the site built where it is proposed is to avoid redundant systems owned, operated and maintained by Greenville Utilities Commission. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. Also discuss how impacts were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. Temporary impacts are Page 9 of 13 associated with a sewer line corridor clearing and installation. The project was designed to minimize Wetland and Buffer impacts. The majority of the areas were the impacts occur are due to design conflicts with existing site conditions such as topography and existing homes. This project was designed to avoid or minimize impacts where site conditions allowed. Permanent impacts are associated with a 20' maintenance corridor that will be mowed to allow for access to the utilities for maintenance and repairs Only one stream crossing is proposed for the connection of the new line to the existing sewer line. VIII. Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on January 15, 2002, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required mitigation plan or NCEEP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at http://h2o.enr.state.nc.us/ncwetlands/strmgide.html. 1. Provide a brief description of the proposed mitigation plan. The description should provide as much information as possible, including, but not limited to: site location (attach directions and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet) of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view, preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a description of the current site conditions and proposed method of construction. Please attach a separate sheet if more space is needed. Mitigation has been requested from EEP. 2.
