As detailed in the attached written notice, the USACE, County, and CPE-NC have been in discussions since we obtaining updated survey data early last week regarding the preferred channel location. At present our marine archeologist contractor is conducting surveys in the permitted corridor that are designed to clear the potential channel alignments being considered. It is my understanding that at present, the USACE is planning to begin dredging between Sept. 12 and 14. Please let me know your availability for a call to discuss this project on Thursday or Friday of this week. I realize that this is short notice, but we only received updated survey data last week and we are working to try to clear as much of the channel as possible with the cultural resource survey to provide flexibility in where we can dredge. This letter serves as written notice of project initiation as required in Condition 7 of the permit. At present, the project is anticipated to commence on or about September 12, 2017. The project includes maintenance dredging within a portion of the Hatteras Inlet Connector Channel, which runs between the inlet gorge and the ferry channel in proximity to Ocracoke Island. The channel will be dredged by the US Army Corps of Engineers (USACE) sidecast dredge Merritt. The Merritt is the only sidecast dredge currently operated by the USACE Wilmington District. At present time, the County, USACE, CPE -NC and local users are in discussion regarding the best location to conduct the next maintenance event. The attached maps show the latest survey conducted by the USACE (hatteras inlet connector channel— expanded survey area — august 2017 — RC 05—HST 20970821 pdA and several locations in which dredging is currently being considered (Hatteras Inlet Connector Channel — Expanded Survey Area — August 2017 survey—.pdf . Our marine archeologist is currently conducting surveys to clear the areas shown in the map referenced above. As required by the CAMA permit, the survey method has been approved by the NC Dept. of Natural and Cultural Resources State Historic Preservation Office as evidenced by the attached letter. Upon completion of this survey and establishment of appropriate buffers, the area proposed to be dredged will have met the requirements of Condition 8 of the permit. We are in discussions with NC DMF regarding any updated information on SAV beds in proximity to the project area based on the interpretation of aerial imagery. In the CAMA Major Permit, DCM indicated that DMF staff may perform SAV surveys in proximity to the proposed dredge location to provide an updated determination of the presence or absence of SAV resources. As soon as final dredging plans have been developed we will provide engineering drawings and the estimated volume to be removed from the channel based on the August 2017 USACE survey. The permit allows for maintenance of the 100 ft. wide channel to a depth of -12 ft. MLW. No dimensional changes to the permitted channel are being proposed. However, the limited time available for construction (10 days) may not allow for the channel to be dredged to the maximum -12 ft. MLW depth. As the proposed project is addressed through the SHPO Environmental Review Process and will not entail any bottom disturbing activities, the application for permit you included for the exploration, recovery and salvage of submerged cultural resources is not required.
