Nationwide Permit No. 39, Action ID No. 200702279 was issued by your office on July 16, 2007 for
impacts associated with the construction of a plant process water retention pond at the Martin Marietta
Materials, Inc. Weldon Quarry. The permitted impacts were authorized under the Nationwide Permit 39
that was reissued March 19, 2007 with the above referenced verification valid through July 16, 2009. In
accordance with permit conditions, mitigation in the form of payment into the North Carolina Ecosystem
Enhancement Program was completed on November 6, 2007 for the permitted impacts (receipt attached).
Due to the ongoing economic slow down, and considering the business climate for the foreseeable future
climate along with imminent budget constraints, it is necessary that we request an extension to the above
referenced verification for an additional two (2) year term to extend through July 16, 2011. The
associated 401 Water Quality Certification for this project was issued by the NC Division of Water
Quality on June 7, 2007 and expires with the 404 permit issued by your office. The estimated cost to
complete this project as designed is approximately $260k but will be a necessary and integral part of the
future facility.
