The supporting documents provide information on the existing conditions, project description and desired outcome. The N.C. Wildlife Resources Commission (Commission) is proposing to construct a single barrel corrugated metal pipe crossing to alleviate severe erosion of a foot trail leading to the Green River. The property is owned by the State of North Carolina. The foot trail is used for river access. The trail has fallen in disrepair, is entrenched, and funnels run-off from rain events directly to the tributary. The Commission desires to improve the trail by placing a culvert at the crossing. The project also includes reshaping the trail crossing approaches, using best management practices for the storm run-off pattern and upgrading trail side ditches, water bars and turn -out locations. The goal of this project is to improve the foot trail condition, reduce the intensity of storm water run-off and improve water quality. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The Gallimore Road foot trail leads down to the Green River and is a heavily used put -in and take-out point for recreationalist floating the river. The trail is severely eroded where it crosses and unnamed tributary. The site is located on the WRC owned Green River Game Land and land use is active resource management. 3b. Explain the purpose of the proposed project: The goal of the project is to repair the severely incised foot trail that crosses an unnamed tributary. Storm run-off has created a deep gully in the trail and is a chronic source of sediment to the UT. By placing an oversized CMP (20'X4') at the trail crossing, filling the gully, regrading the trail approaches and implementing storm water BMPs at the site, the foot trail will provide better recreational access to the Green River and water quality will be improved. 3e. Describe the overall project in detail, including the type of equipment to be used: Heavy equipment will be used to complete the project as described. Bulldozers, trackhoes, backhoes and dump trucks will be utilized for the successful completion of the project. A 30 ft X 4 ft CMP will be used for the trail crossing the UT. Once the CMP is set, on-site material will be used to back fill the pipe and fill-in the trail gully. The headwalls of the new CMP will consist of packed dirt and covered with erosion control material and protected with class 1 rip rap. Trail ditches, water bars and out sloping will be accomplished to improve trail stability. Following the completion of grading and site work the area will be seeded and covered with straw. 4. Page 10 of 10 Gallimore Trail Rehabilitation and Culvert Placement Green River Game Land Henderson County, NC Prepared by the North Carolina Wildlife Resources Commission 18 August 2017 Background The NC Wildlife Resources Commission is proposing to repair a degraded trail segment and install a culvert on the Commissioned owned Green River Game Land in Henderson County. The intent of the trail repair and culvert placement is to alleviate erosion and a significant source of sedimentation. The culvert installation is planned for a foot trail that begins at the terminus of Gallimore Road. The foot trail ends at the confluence of the Hungry River with the Green River. This trail is heavily used by boaters on route to and from the Green River. A vicinity map is provided to show the general location of the proposed work (Figure 1 and 2). Need and Objective The objective of the project is to repair the severely incised foot trail that crosses an unnamed tributary. The trail is deeply eroded for 90 feet leading to the trail -stream crossing. Storm run-off has created a deep gully in the trail. The current condition of the trail approach is a chronic source of sediment to the tributary. By , filling the gully, grading the trail approaches, placing an oversized culvert pipe (20'X4') and implementing storm water BMP at the site, the foot trail will enhance recreational access to the Green River and water quality will be improved. Approach Heavy equipment will be used to complete the project. Bulldozers, track hoes, back hoes and dump trucks all may be utilized for the successful completion of the project. On-site material will be harvested to fill-in the trail gully. Class 1 quarry stone will be used to armor the inlet and outlet headwalls of the culvert pipe. Trail ditches, water bars and out sloping will be worked to improve trail stability. Filling and shaping of the trail approach will occur to reduce the erosive force of storm runoff before reaching the channel crossing. Approximately 80 cubic yards of soil material will be borrowed from an on-site area to fill and grade the trail gulley (Figure 3). Additionally, work will be accomplished along the trail at strategic locations starting at the Gallimore Road trail head and extend to the proposed crossing. This work would reduce long reaches of channelized storm flow. Existing water bars, dips and turn -outs will be cleaned out and new features created where appropriate for increased storm water management and long-term stability of the trail surface. The existing trail profile is 18-20 % slope. Proposed trail profile will be graded to a <10% slope. The unnamed tributary is deeply incised upstream of the crossing. The wetted channel width ranges from 12 to 18 inches upstream and downstream of the trail crossing (Figure 4). Channel slope of the tributary is 10%. A 20'X4' corrugated metal pipe (CMP) will be used to cross the unnamed tributary (Figure 5). The CMP will be set a minimum of I -foot below the tributary channel bed and on a 10% slope. Wheat straw bales or sand bags will be placed upstream of the work site to create a coffer dam so that work can be completed in the dry. On-site material will be used to back fill the pipe. Headwalls of the new CMP will consist of packed dirt and covered with woven filter fabric. Class 1 rip rap will be placed on top of the filter fabric for added protection of the fill slopes on the inlet and outlet ends of the pipe. Following the completion of grading and site work the area will be seeded with rye grain and covered with wheat straw. Figure 1—General vicinity map.
