Subject: REQUEST FOR ADDITIONAL INFORMATION
Smithfield Foods Expansion — Tar Heel Site
Dear Mr. Ragole:
On June 14, 2017, the Division of Water Resources (Division) received your application
dated June 12, 2017, requesting an Individual Water Quality Certification from the
Division for the subject project. The Division has determined that your application is
incomplete and cannot be processed. The application is on -hold until all of the
following information is received:
1. Per the application narrative, a portion of the stormwater runoff will be collected
within an underground detention stormwater system and the system will be
drained via a stormwater pump and drainage channel. Please provide
calculations of the storage volume that will be provided by the underground
storage system, and design details of the pump system. Please provide
calculations that show that the pumped stormwater will be discharged to the
adjacent wetland at non-erosive velocities. On plan sheet C5.0 the "proposed
underground detention" is identified with a note to refer to the Grading Plan. On
plan sheet C6.0, Grading Plan, the same storm pipes are identified in the legend
as "existing storm pipe". Please clarify existing storm pipes versus new storm
pipes and ensure that any existing stormwater that is directed to the
"underground detention" is accounted for in the storage calculations.
2. Please provide specific construction drawings for the riprap level spreader and
provide calculations to document that stormwater that sheet flows through this
area will be non-erosive.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above
requested information for the proper consideration of the application. If all of the
requested information is not received in writing within 30 calendar days of receipt of this
letter, the Division will be unable to approve the application and it will be returned. The

return of this project will necessitate reapplication to the Division for approval, including
a complete application package and the appropriate fee.
Please respond in writing within 30 calendar days of receipt of this letter by sending
three copies of all of the above requested information to the 401 & Buffer Permitting
Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617.
Please be aware that you have no authorization under the Section 401 of the Clean
Water Act for this activity and any work done within waters of the state may be a
violation of North Carolina General Statutes and Administrative Code.
